This is basically the same with me because I live in a country where gambling is illegal and most ISP block all gambling and porn related sites.
Changing DNS is one of the possible option, if it does not help, VPN is the last choice and since casinopunk is VPN friendly so you dont need to worry to use VPN.

Probably that was the case here, in which is local ISP is blocking anything that they deem to be illegal as per his country.

And yes, I have accessed the casino in either clear net or with VPN when I'm trying around and wanted to pass the time and play with them and there are no issues at all. But if changing DNS settings works for him then he should stick with it, just saying.
