To be frank you are actually right because most times those terms are somewhat looks alike and could be duplicated from others, gamblers should be able to know why they are there and to what they are doing while gambling.

Most of the TOS are the same no doubt but such assumption is not right which is why it is always better to take a look at the TOS before making a big deposit. The common areas of conflict is usually KYC, use of VPN, multiple account (which should be assumed to be forbidden by all irrespective of weather it is stated in the TOS or not). It is better to look out for these areas of conflict in the TOS and confirm if they align with the player before making deposits.
