I just reread the text in the screenshot shared by panjul07, more carefully this time, and now I'm even more confused. If I understood it correctly, it means users can make an unlimited number of withdrawals for free in a single day, as long as they haven't made more than two deposits that day. Does the 10% withdrawal fee still show when you try to withdraw or was it solved the next day?
I'm still seeing the message regarding 10% withdrawal fee. Their example say you can withdraw two times (maybe unlimited not sure) free withdraw after making one deposit but on third deposit that on day they every withdraw will require 10% fee.  What happened in your case is still a mystery, who knows what hidden criteria they actually triggered.

Still, charging 10% is not reasonable at all even if it is on 3rd withdrawal in a day by players as it is just too much. I have no idea how they can have this kind of rules but if the main idea is to limit withdrawal request by players within 24 hours, it is better if they only allow players to make withdrawal request 2x max in 24 hours while if there is 3rd request in the same day then they can simply hold it and process it in the next day. This is the first time I see this fee type because it might discourage gamblers from joining the casino and look for a better alternative that withdrawal completely free. Agreeing on reading the rules before using the casino, even if you don't think a 10% withdrawal fee is too much, regardless of how many times a person places a withdrawal? Truth be told, I'm sure you've used different casinos, some casinos do it for free without a third series and above 10% requirement. Instead, remove the free withdrawal and use a standard fee for each crypto and network.
