It is difficult to say anything without know what actually led they to divorce, whether it was cheating, abuse, violence or simply a lack of affection... but obviously, if he can prove that of winning occurred after divorce, then she has nothing right to anything. However, if he had  won the money before the divorce and simply had not chash out it yet, then she may have some right to the prize, depending on the marriage contract and the local laws they were subject to.

I don't know how much Interpol gets involved in cases of people who may be running from justice who are not violent. But in theory this guy is not supposed to have any problem to enjoy his money, this is rather a matter of common sense.

In life some women are full of bad luck and vice versa, their are people that once you are with them as a partner either in marriage or business you won’t make progress, it would look like you are a failure because of their bad luck and negative energy but the slightest minute you leave such persons things start working immediately for you, that is why i keep on advising my friends to be mindful of the wives/husbands they marry. What my concern on this situation is whether the time which the ticket was purchased will be considered for conjugal property or the time when the money won but either way why will the husband tell his wife that he won while he can claim discreetly?

The more common case is that the husband has a better financial position, but there are enough cases where this is not true too. Sometimes the people marry with this goal in mind, but other times they start turning into a bad person along the way. This could be because of their actual character, but also because of some kind of diseases. I think 40M dollars is a good amount to live a lavish life. I would just focus on investing it properly so that I can continue living the rest of my life with ease. What I would do is put a good chunk of the money in a government bank which would give me a good monthly interest income that is almost like a salary. Then I do invest some in Bitcoin of course. To reward myself I might buy some luxury items and go on a foreign trip.

I would also invest in real estate, as its a good investment option. I wouldnt forget about gold either so I do buy some of that too. Basically i will diversify my investments and fly to Bangkok for a massage.

However, if you don't care about the truth of this story and are just asking what if... then IMO, it depends on when the lottery ticket was bought. If the lottery ticket was bought during his marriage, then the wife deserves a share.
