"Dev" is a loose term, he is "dev" because he's maintaining and promoting this coin.
Code can be written/ compiled by someone else.
If I remember correctly he just paid someone to create coin software.
But it doesn't really matter if all is working OK.
Especially in case of this coin where the real value is not in software itself but in "Uro protocol" (if i's not scam).
