Just read it. This is what is called aftermath of a war. Same happened at Bangladesh (then East Pakistan) after the 71 war. Millions of Bangladeshi Hindus had to leave Bangladesh and struggle for decades in India to get a roof over their head.

Shoot both sides and they'll start killing each other. 1990 in Latvia, 1993 in Russia, 2014 in Ukraine and many many other examples of usage. It's a standard strategy which is used since 1960s.

They don't know it. Gunshots were made ​​when people were unable to assess a current situation adequately. They were misinformed about what's happening... Sometimes it's a message about bomb threat or, another example, what armed soldiers are coming.
