Polo's ICD rules require identification of devs and several other things that makes it a bit different than standard IPOs. As for devs buying the coins with their own btcs, yep, of course that must have occurred. But unlike  non-exchange run IPOs, the devs didn't get the money from the IPO immediately, so they couldn't turn around and buy coins with other people's money. Basically they are limited to what btc they happen to have before the ICD/IPO was run.

An excellent point. For those who aren't aware, Poloniex has much more stringent rules in place regarding ICOs.

For your reading convenience:

• Poloniex must have the coins for the ICD upfront
• A plan for how the ICD funds will be used must be submitted
• Poloniex will hold all ICD funds. All withdrawals from the account holding the ICD funds must be approved by Poloniex staff, and must be consistent with the submitted plan. A public ledger will be kept of all withdrawals, including their destination and purpose. Do not expect to make massive withdrawals on the ICD funds account.
• An ICD can only be made by an established member of the community
• Identity verification (preferably through a scan of a government issued ID) is required for all users wishing to create an ICD
• Advance notice must be posted about the ICD and the coin at least 24 hours before the ICD is activated on Poloniex
• Poloniex reserves the right to refuse to host an ICD for any reason

See? We couldn't get our hands on the ICO funds even if that was our master plan all along. Poloniex holds them and
every single transaction we make using those funds has to go through Poloniex and is recorded in a publicly viewable
account ledger.
