I agree with this part of the statement. A 0 Tweet account that was made after the giveaway and has that much followers. these are clearly bought/exchanged.

Merlot was credited with 0.2 BTC because it would be very harsh to "change our mind" after announcing he was a winner...
Here's the tx id of his payout:

However, we picked up an official winner, that fits our rules properly. We are contacting him on twitter, it is "Blindu Sergiu-Ovidiu" (twitter id @s3rj3).

So, in the end we should have checked more carefully the account creation date... now we are giving away 0.4...  Grin
