I have 4000 qAsics and he wants me to pay 6.8 BTC so I can start receiving payouts!  He owes me probably double that!

All he is doing is positioning himself so he can write off everyone's shares because they won't pay the "maintenance" fee.

How about, I don't want to re-activate my hosted service, but I do want paying what is owed to me!!!

I have not gotten this notice on my account yet but I have 6700 qAsics and 20 Gen 2. I calculate he owes me around 20 BTC and more if Gen 2 went online as scheduled. Will not pay anything in advance but would pay maintenance fee out of btc owed if I can withdraw the remaining balance.

Hahahaha! True, people bought gen 2 shares - havent been paid once and now if they want to have payments 'resumed' they have to pay again
Like - there is nothing to resume if person has not been payed once!

it says "(via balance link)" which I think in Chris language means... The tax will be taken out of the pending balance, and that must be done before you can continue to receive payouts.

A movement other than "manana manana". There seems to be a balance at some accounts, others have been cleared, I haven't seen an unblurred BTC address that the payment should be done to, but that's worth investigating regarding where that money (if someone paid, assuming it's a limited set of addresses) goes, if it moves at all.

I myself have active balances, but i dont consider that a "clear movement".

That's not a tax ... the fee should be between 5 and 20% ... the fee I see on my account is about 200%.

And let me guess ... when he publishes the conversion ratio for the asic boards, you will probably be able to get hardware for about 5 or 20% of the initial share price. But the shipping and insurance is not included, you will have to pay for secure transport ... very expensive. Oh yeah, and although we paid for secure transport some of the packages were lost

Yea right, with no promise of being paid what you are owed. Any fees should be paid with money owed, not more money flushed down the toilet.
