Why not?
Well, I have two possible answer for that. First, it is very easy to "reach" newbie rank, people with bad intention can easily misuse that by creating tens or hundreds accounts and signing up into every possible signature, its an easy money. Second (and more logical one) is because newbie are usually and mostly have a little (or even nothing at all) knowledge about bitcoin world. Thus, their posts will mostly can't contribute much or even considered low quality and thus, considered spamming. By gaining certain rank, these newbie are mostly had familiarize themselves with bitcointalk nature and learned certain things about bitcoin world by interacting with others. And that way, they can post, answer, or participate on topics without risking being low quality and so on.

Yes, of course. There are one or two campaign that allow newbie to join, although I'm not really sure if they still accept new members.

I think they didnt accept you because of your post quality even if you are high rank they need your post quality so that their weekly payment for you is worth for their signature campaign. You should post 3-4 liners per post so that your account post quality will upgrade to good or excellent. So many campaign will accept you in their signature campaign.
