Define 'secure'. They are there, they have not been stolen. Whether or when they will be released is another question. BTER have said they will start enabling withdrawals in the next week or so. We will see.

That was yesterday, and if they really start withdrawals of fiat one of these days, then there is hope for cryptos as well.

The question is not so simple since there are many ifs and whens. In short, it all depends when they will reopen the exchange, and if they are going to reimburse the stolen funds. In my opinion, bter was the best altcoins exchange out there (I mean liquidity, before anything else).
