Title: CEX.IO SCAM
Post by: gregi1 on September 13, 2017, 07:30:21 PM
This is just to clearly warn others about this shady exchange.

They've been holding back user's funds for months now, e.g. https://imgur.com/a/w5uAJ and https://imgur.com/a/DNmzk
No help from support, every once in a while there's an automated and meaningless response, which I'm assuming is to buy them
more time to cover the tracks.

This firm, although apparently registered in the UK, appears to be run by some Ukrainians and even though I don't have anything
against the nation as such, if the combination of crypto an Russia/Ukraine doesn't raise your eyebrows then nothing will.

Can you provide some more info?

I can see in the screenshots that these deposits and withdrawals are indeed pending. But that doesn't prove much, you have to give us more info in order for DT members to actually tag these people.

I've seen a lot of issues with deposits, and withdrawals pending recently and a lot of people are complaining. How did you come to the conclusion that they were based in Ukraine btw?

I don't know where they're physically based at, but the firm's payroll is dominated by Ukrainian names, see https://www.linkedin.com/search/results/index/?keywords=cex.io&origin=GLOBAL_SEARCH_HEADER (login required).

As for pending deposits, if arresting a substantial amount of clients' funds for over 3 months with no feedback from the exchange isn't enough of a proof that somebody's scamming then what is?
How much do you need to wait to get convinced? 10 years? Google for CEX.IO + scam and see how the net is full of reports about them. The fact that they appear to do it selectively doesn't change anything, because it's one of the most popular scam schemes around. I'm soon gonna take a drive to what they advertise as their London office and we'll see what that really is.

Well, we'll see what's your words worth. One of the ticket numbers is 306213, but I wonder what makes you declare it actionable asap, when
there was absolutely no progress on the matter for many weeks? Is this forum the official support channel or is it support.cex.io? Or maybe it's because
it's easier to buy back missing bitcoins after the prices have plummeted?

Beware of these scammers. 3000 euros were transferred to them on 19th July 2017 by SEPA and that's it. They just stole the money! Avoid to deal with this scam company at any cost if you want your money to be safe!

my case is exactly like this one but much worse.

https://bitcointalk.org/index.php?topic=2075979.0

almost 6 month is gone.

i have up to 100 emails of chatting with representative USELESS emails.

just for you to have picture about CEX support, i was told that my activities were suspicious.

i was and i am ready to assist.
i had to answer question:

1. where are these BTC coming from, okey i can understand their concern but answer was simple -MINING.

2. next question was to show proof of mining facility or mining machines - they got it.

3. next question was to prove that these miners were mine and provide documents from CUSTOMS to make sure i have imported it in my country properly (WTF????????)

4. next question was to show proof of purchase from manufacturer :D  (again WTF???)   of course they got it.

i do not want to mention all those documents which i was asked to print-sign-scan and send back to support.

i have done everything they asked for. 6 month is gone.

last email was saying my case was very complicated and they had to pass it to another department.

i have answers and proofs of everything they want but still its same as when we started.

i think they are trying to find if there is something you cannot provide and thats it - they got money - but in my case they have failed. they got everything absolutely everything and still last email is exactly as i have received when i emailed them for the first time regarding this case - 6 month ago.

Mr.Cex whats point of asking everybody user ID-s and details if there is no point of that?? you have my details as well, you promised to make it faster but... that was month ago or so....

I am really feeling comfortable with Cex.io.There is almost second to none feature on this great exchange: Instant withdraw funds to any Visa/Mastercard. I love this function and believe me i dont have any connection with this exchange(This isnt paid post or something like that).

Mr. CEX, to your credit, I must admit there was some traction on #306213 after your last intervention, but it hasn't been resolved fully and your people reverted to what they're best at - they clammed up completely and didn't give a sign of life since two weeks. You still owe me several thousand euro worth of BCC, so I'd appreciate if somebody could wake them up or call back from vacation to get the work done. As much as I like the exchange's trading solutions, the quality of support is nothing but atrocious and dangerously reminds me of Mt. Gox in their final days.

I did, just to see it got updated with the same useless information I received a month ago and a month before and a couple months before that. It's responded to by either a robot or somebody, who can't read English or maybe simply by somebody, who runs scam business and doesn't bother to respond reasonably.

Rather than responding with "please check your ticket" to everybody, would you care explaining publicly why you're firm has been continuously struggling with fiat withdrawals
and why you're playing cat and mouse with the customers on KYC/AML forms, which you obviously have no intent of processing?

I'm still waiting for my missing BCC after which I'm out of this exchange. One customer lost, but you still have a chance to lure many more by bringing this case to a happy ending.

Dear user, you have not been sent an automatic reply. You asked us the question and you get the specific explanation from our compliance team. At the moment you just need to provide us documents our specialist asked you. Unfortunately, according to our rules, we can't repost it here because it means opening your secure information.

Alright, let me repost a sample then.

CEX support: "In order to proceed with the procedure, I kindly ask you to provide us with a bank statement that shows your funds movement for the last 3-6 months and amount of your savings shown in it to support information about your source of funds. Also, please clarify what is the origin of your savings, what funds were used to accumulate them? Please note that it is absolutely necessary for us to receive this information to see your funds origin."

Me: "No problem, which bank account of mine do you need the statement from? Also, is it good enough if you see 100EUR
worth of savings in there? If not, how much would you need to see to get past this procedure? The origin of my savings is mainly full-time work. Am I supposed to present you with payslips for the last 10 years or what exactly?"

CEX support after 3 months: "In order to check your funds origin, we kindly ask you to send us screenshots that show your trading activity on other exchanges: deposits, trade operations, withdrawals to CEX.IO.  Additionally, please tell us what is the origin of the funds you originally use for crypto trading. Kindly provide supporting documents to confirm your words."

Me: "Which exchanges? What trades? How many deposits and withdrawals?"

CEX support after 3 weeks: "you were asked to send us screenshots that confirm your trading activity on other exchanges: were you bought crypto to deposit it to your CEX.IO.
Also we need to know origin of the fiat funds you used to purchase you crypto funds: were, when and how you obtained them? Please add supporting documents to confirm your words."

And so on and so forth.

Would you mind explaining the following:

1. Why does it take your support 3 months to reply to a simple question?
2. Why are they avoiding giving any specifics on the documents required?
3. What exact documents do you need to get past the procedure? Please provide the list in the form: issuing authority, period covered, information required.

Finally, when can I expect BCC forked from locked BTC deposits to be booked to my account?

What about me?

- STILL NOT GET MY FUND BACK -

******* RECAP OF ALL MY MATTER AND WHAT I'VE DONE START HERE ********

Dear Cex.io,

User id: up109045438

Could you please help me on fiat withdrawal issue. I got a pending on withdrawal of payment card VISA. It just happen today I never face this problem before it was very smooth confirm.

Also before you answer and help I have something to clarify first.

1. This is VISA Automatically transfer so I think it is real time and immediately no need to wait 3 business days as you said and I have been withdrawal for about more than 10+ times from your website and got an instant
money to my bank so I think it is not from my bank issue and the VISA system is still online, also my banking system in my country is online too.

2. I have to tell you that there is a mistake on 2fa code during withdrawal I put a wrong one first and the page stuck then I put I a correct 2fa doubled again and it process with error of somthing like ETP from your website.
So, I'm worry that this case is not about banking it might be about stuck in your system pending forever, could you please kindly check this first?

Suggest Solution #1

You can cancel the withdrawal process for me and I will do it again this time properly.

Suggest Solution #2

Currently I have 20 us dollar in my balance.
Do you want me to try testing on withdrawal properly again to prove for you that I can withdraw money instantly with the same VISA Card to my bank account?
So, if this time 20 us dollar can withdraw instantly to my bank account with no problem or wait for clearing then you can answer your financial department that this is not from customer bank side but fromcex.io financial system side.

****UPDATE #1

I try withdrawal another 20 us dollar properly this time input 2fa slowly and yes it go instantly withdraw to my bank account with no problem.
So, this is a prove that it is not my bank clearing fault or my visa payment card problem, it is what I thought that the CEX.IO financial system might be stuck.

****UPDATE #2

Still pending with no idea, answer, feedback, reason, in all channel that I can reach them, not a single word from them, now feel very curious that they are not care me or support me anymore such as:

1. Bitcointalk
2. Reddit CEX.IO
3. Twitter CEX.IO
4. Facebook CEX.IO

10. Countinue looking for more until I got my 2000us completely with no cat and mouse situation

******* RECAP OF ALL MY MATTER AND WHAT I'VE DONE END HERE ********

Thank you for your time and consideration.

CASE CLOSED SUCCESSFULLY HAPPILY.

CEX.IO is NOT* SCAM or FRAUD 100% I can guarantee from my own experience.

My issues/problems/cases has been solved and took CEX.IO Just only 1 business day (they promise not more then 3)

So, anyone facing withdrawal problem like me I suggest from my own experience that just be patience and wait as they said.

They truly got a huge load of customer problems and I think they might just lack of people to handle a lot of this load especially withdrawal problem is a sensitive case for financial department to clearly investigate and solve with the bank one by one for each customer and there working environment might not a kind of rushing but going slowly and yes I agree with you guys for the fact that you facing and requesting something to CEX.IO and got a very slowly unusual feedback is currently a con of this exchange.

BUT, as one of the innocent customer and I'm not with any side I type with truly out of my heart and facts from my own experiences (you can check my profile that I'm just normal customer came cross to CEX.IO and used it), And I have did read all over the bad and long wait review from more than 100+ reviews and pages from bitcointalk forum. I also did research in all kinds of these channels, you see I do a lot of work to make my problem with CEX.IO accomplished happily and it became true and it is one of the success case.

What I have did:

1. Bitcointalk 4 topics at a row
2. Reddit CEX.IO
3. Twitter CEX.IO
4. Facebook CEX.IO
5. Cex.io Support Email/Thicket
6. TrustPilot CEX.IO
7. Cex.io community
8. Scam bitcointalk report and pm moderator help
9. FCA Financial Conduct Authority https://www.fca.org.uk

CEX.IO is NOT* SCAM or FRAUD 100% I can guarantee from my own experience.

PS. If some one, my friend, need a talk or information from my experience, please feel free to chat.

No progress on verification.
No progress on missing BCC.

Unfortunately, we can't help you at this stage, you have to provide our Compliance with the documents they asked for. This is a part of our KYC/AML procedure. If you have any question you can write to us in PM, we will contact the Compliance and ask to explain the details of the question you have

I have asked my questions multiple times over email and also posted them in this very forum thread. Can you expand on what's the point of sending the same the nth time over PM?

Aside from the account verification topic, when can I expect the missing BCC?

So here you go, the concluding words from CEX: they won't unlock the account until they receive the documents, but what documents they need they're unwilling to tell  :o and several thousand worth of BCC they pocketed on the occasion they would silently pass over.

Well, everybody draw your own conclusions on what this business is all about. For much more examples of scamming operations from CEX go to the main thread on this forum.

As far as I can gather - the whole point is about providing a set of documents that will unlock the funds and close the issue. Why not do that and get over this trouble? Both parties seem interested in resolving it.

Maybe because CEX has been unable to provide a list of such documents for well over 6 months now?

Hello Mr. CEX,

Maybe I found a place where someone from your team can reply me?
Please, take a look at tickets: 387973, 388989, 394957, 395314
It's all mine tickets, and all about one issue, where ±124BTH DEPOSIT(not withdraw, yes, DEPOSIT) not funded into account and still pending for 5+ days.
If you can't deposit it - okay, just send back to Bittrex, as I asked around 10 times already. That's all.

Hope here someone from management or marketing team read this message and write me back in ticket system, because all I received is:

===============
I have escalated the query to the compliance department. The compliance officer in charge will look into this matter and get back to you soon.

Your patience will be highly appreciated.

It's was Saturday message from support.

Guys, I'm really losing money, let's figure it out and show community that you are trusted company.

Thank you and thanks forum members for this topic.
Everyone have a nice day.

Their site works fine, however I am still waiting 6 days for my 2 withdrawals worth of €26000+
They already have "escalated" my ticket to the financial department and the only response I got from them through e-mail is the standard e-mail which everyone is getting who wants to withdrawal:

Dear [MyName],

We are sorry for delayed reply. Due to extremely high load of requests it will take us extra time to resolve your issue. Our support team is working around the clock to reduce the queue, and we will reply to you as soon as possible.

Thank you for your patience.

Something is wrong, because while making a deposit the SAME financial departmant was able to verify my deposit within 1 day, but a withdrawal must take 6+ days??? And even an normal answer where my money is is taking 6+ days? How can you just ignore your customer and €26000+?

I don't understand why they taking an normal answer so long? Escalated or not, I still did not get even an answer on my question where my money is, today is the 6th day I am waiting and it is not even sent! Can you personally contact the finance department for me?

Or else cancel the withdrawals so I can trade again if a withdrawal is taking such long time, because all my money is now still "pending".

Request id: 397454

Never had any problems with other exchanges like kraken gdax and so on, all taking maximum 1 business day to withdrawal!!

I will update once problem is solved.

UPDATE 1:

I got a new Ticket id: 405949

"I am writing to you to inform that your pending withdrawal is currently being processed by our bank, it should be completed shortly. We appreciate your patience on this matter.

Also I would like to mention that we are working in accordance with strict security rules, both AML (anti-money laundering) and KYC (know your customer) policies. That is why we have certain procedures that are designed to ensure compliance with high international standards and policies, we need to confirm source of your funds, understand nature of your relations with CEX.IO and main crypto funds usage scenarios."

1) So I am wondering what "shortly" means. Can @Mr Cex on here maybe clearify that? On other exchanges like Kraken a SEPA transfer takes usually 1 business day, so my question is how long is it going to take before my funds are sent?

2) However I have already sent all asked documents, can @Mr Cex on here maybe escalate the new ticket: 405949 so I don't wait again 7 days for one response?

I'll keep this updated once problem is solved...

I dare say, that all ICO projects need to publish their audit report. This will increase their transparency and confidence, is not it?
Who has any thoughts on this issue?

Yes, CEX's scam scheme is plain and simple:

1. Lure unknowing clients into the exchange.
2. Wait for deposits.
3. When a withdrawal request comes, request a random document.
4. If the above is provided, wait several months and then reply with "Dear User, we need another one".
5. Rinse and repeat until the victim gives up.
6. The money is yours, go binge in your home Ukraine.

So maybe its time to start checking companies audit report?? ICO is platform for scamming nower days, so we should start to regulate it. One way (and as for me- the best) is external auditing.. try to understand that we are on that stage, where we can not forgive scams and other unfair projects

Missing deposits on CEX is normal, too. It's pretty simple, when they defraud your money, be it fiat or crypto, they need to wait for others in the pyramid to pay in before they can satisfy your requests and it takes time. Happy trading!

But answering your question, yes, they stole my Bitcoin Cash and I've never received it back.

Good day. If you personally have any issues with deposits or withdrawals, please provide us with your User ID and we will make sure to solve it ASAP.

CEX.IO is not a scam.

The exchange is very easy to use. Withdrawals and deposits are fascinating. (I'm afraid it was while they were not so big)

However, they can freeze your funds with far-fetched reason. I have an experience of returning my money back. The process took tons of emails and ~month.

Truth to be said, they have warned me that they are going to freeze my next deposit, but I missed this email and performed deposit...

So I recommend you to track your inbox from CEX before depositing in order to avoid freezes.

They do have good support team members. PM me if you would like to get their contacts.

Hello,

On December 11, CEX.IO support wrote that my deposit of €10000 was delivered and they need 3 days to check it. Today is December 21 and there are still no money on my account! Where are my money??? I wrote to support again, but the only thing that I get back are standard: "We appreciate your patience bla-bla-bla". I also wrote them on Twitter https://twitter.com/Ironhea59959592, but no still reaction!  >:(.

Reminds me of my situation, except that i deposited not EUR but USD. On December 12, the support said that they will check my SWIFT payment in max. 3 days but nothing has been done so far, and my money seems to be stuck. All i get is the same automated replies from the support, and i think that they do not even bother themselves with it. I even made the thread today https://bitcointalk.org/index.php?topic=2623395.0 let's see how the CEX.IO representative will handle this issue.

Well, I guess I'm not going to withdraw anything from there now. I was going to but it seems that they fucked up badly lately. I deposited there money long ago and everything was ok. I will just move my coins to bitstamp and withdraw there, it's a shame that all exchanges are turning into crap.

Something dodgy going on with CEX. What the claim to be the reason for delayed withdrawals is simply bullshit. that's why?

1- they say because of too many requests and number of users
Bullshit: This is a situation all exchanges facing, why Kraken doesn't seize your withdrawal for 1-2 months?

What else can be the reason?

Simple advice: STAY AWAY FROM CEX, OTHER EXCHANGES CREDIT YOUR MONEY IN 2-3 DAYS!

YOU WANT TO WAIT 2-3 MONTHS GO WITH CEX

This is just to clearly warn others about this shady exchange.

They've been holding back user's funds for months now, e.g. https://imgur.com/a/w5uAJ and https://imgur.com/a/DNmzk
No help from support, every once in a while there's an automated and meaningless response, which I'm assuming is to buy them
more time to cover the tracks.

This firm, although apparently registered in the UK, appears to be run by some Ukrainians and even though I don't have anything
against the nation as such, if the combination of crypto an Russia/Ukraine doesn't raise your eyebrows then nothing will.

Good day. If you personally have any issues with deposits or withdrawals, please provide us with your User ID and we will make sure to solve it ASAP.

i wrote you this email: I have made a payment on the 5th December which was received by your bank on the 6th December. Please see embedded pictures. But instead of transferring 2.500 euros I did transfer 1.000 euros. I did not think this is relevant since i used the correct banking details and the correct reference number.

I contacted your bank and received an email from you bank that the funds arrived (see attachment).

I still have NOT received the 1.000 Euros. Please transfer the 1.000 Euros in my account ASAP.
I have contacted you now several times, and received NO reaction at all. I really do not want to involve my lawyer, which will cost me nothing, since my insurance will cover this issue.

even after 9-10 years we do not have a solid crypto currency exchange which can fulfill our needs ,
some of them do take money for manipulation by locking deposits/withdrawals ,
some of them take days or months to credit deposits or process withdrawals .
dont give proper attention to trader's support tickets ..

Been waiting 3+ days for a pending bank withdrawal.

I have sent two support tickets (594425) and received an automated reply both times after ~25 hours, stating that the team needs more time.

CEX appears to be active on several websites including Trustpilot, Reddit, Bitcointalk, Twitter and Facebook.

To CEX: Please help me resolve this issue asap. I have worked hard for this money and it is a large sum to me.

Cex is good exchange. Near christmas i get my credit card withrowal next day. Bank transfers arrives usually 1-2 weeks. Only few transaction could be solved slower because cex use mt-103 form to locate the problematic transactions and it's quite hard to get it from some bank. But these rules understandable.

I have 300,000 EUR blocked in "Bank Transfer Completed" and "SEPA Bank Transfer" with no updates for 2 weeks and no money in my bank account.

Their support is saying they are working around the clock and it will take extra time but does not say how much.

At this point I don't think I will ever be receiving this kind of money from cex.io and I am thinking to talk to a proper legal firm that can start a legal action.

My guess is they don't have enough cash to process all withdrawals and are waiting to cash in from ETH and BTC sales.

I guess I will add my "query" to the list in hopes that CEX.IO customer service might see it and expedite a solution:

Initial bank withdrawal request made on 4 January (transaction ID#5350343949) was "pending" up until 10 January when the status was changed to "sent", and here it is 3 or 4 days later and nothing in my bank account.  The amount was US$17,000 minus their absurd fee of $50.00.  My user name is up113552379 and the ticket number is 624396.  To be fair, my ZEC trade and withdrawal happened almost instantly, my Ether trade was instant though the withdrawal has taken days to appear in my wallet, and my BTC exchange was efficient and fast as well.  Little did I know that getting my fiat money would take the month that it already has!!

I am aware that CEX.IO has a disclosure statement saying that bank transfers may take from 3 to 30 days...but they also list the United States on their list of "restricted for withdrawals" -- explained on their "limitations and fees" page as limited amounts per withdrawal per account per day or per month -- limits that my own withdrawal is well under.

Besides confusing the terms "restricted" and "limited", I have been told via email and in other ticket responses that "withdrawals to U.S. based accounts are not available" -- which is very different from merely restricted or limited -- and they seem to mean not just bank withdrawals, but Master Cards and Visa Cards as well.  If that is true, and considering the numbers of customers from the United States, it would seem WAY more straightforward to put a CLEAR WARNING to U.S. customers on the HOME PAGE instead of couching it in confusing terms, hiding it among long lists of country names in footnotes, and with arbitrary explanations (i.e. legal issues and changes that "we will surely let you know...").

Also, to be fair, besides credit card withdrawals and bank withdrawals, they permit the use of Crypto Capital accounts for fiat money transfers.  If CEX.IO would have simply cancelled my withdrawal so that my US$ had reappeared in my account I would have used this service and probably had my money by now, but my money has been unavailable to me since 4 January as it has been "pending..." (i.e. stolen).

Re: legal action to take against CEX.IO -- if you look at the Terms of Use page, under paragraph 23. GOVERNING LAW AND DISPUTE RESOLUTION,
it says, "All disputes and controversies arising out of or in connection with this website and these Terms of Use shall be submitted to the United Kingdom Court in London (main office), as the Court of first instance."  Just FYI....

Hi all, I've been waiting for 2k GBP worth of ETH to turn up in my wallet after withdrawing it from CEX.IO for 11 days now.

They've allowed me to process the withdrawal of a certain amount of ETH on 2018-01-04 19:39:02 and marked the transaction as complete from their side straight away. Unaware, that was the time they supposedly were doing maintenance on their ETH withdrawals - I don't need to go around social networks to check what's wrong with their systems - it should be shown and blocked on the website I'm using (i.e. CEX.IO), only found out about it after doing research after the fact. Here's the transaction on Etherscan showing "Sorry, we are unable to locate this Transaction Hash":

https://etherscan.io/tx/0x70ebe66c6c81767c0af7b89b3cbecf88b215ff86a8c3eac59a0326de8304db77 (https://etherscan.io/tx/0x70ebe66c6c81767c0af7b89b3cbecf88b215ff86a8c3eac59a0326de8304db77)

I've raised a ticket #601013 on January 05, 2018 09:29 saying I never got my ETH even though they marked the transaction as complete from their side, and I quote their reply:

Quote
"Thank you for contacting us.

ETH transactions are working now on CEX.IO.

Your ETH transactions for the recent several hours should have been processed, and the coins should have been delivered to the destination wallets and account balances.

Thank you for your patience and understanding on this matter."

After telling them that no, in fact nothing is working and I don't have any ETH in my wallet, I've got this reply:

Quote
"Thank you for the update.

Kindly ask you to wait some more time.

ETH transaction will be delivered to the destination wallets in couple minutes (hours).

Thank you for your patience."

Wait a "couple minutes (hours)" - I like that statement, I'm going to use that in the future whenever I'm giving estimates to people. "You asking me how long this will take? This will definitely be done in a couple of days (weeks)((months))!"

Either way, looking at their Twitter feed alone you can see that stating ETH transactions are working with lots of people stating the opposite clearly doesn't do them any favours. (check the comments under "ETH transactions are back on track and working. Thanks for your patience and understanding." https://twitter.com/cex_io/status/949238013351079936 (https://twitter.com/cex_io/status/949238013351079936))

I've also raised several tickets asking for direct ETH refunds to back to my account as they're not capable of processing the transactions (609969 and 605177) which got automatically closed and marked as solved by the support guys within no time whatsoever. Clearly I got no ETH refunds.

The final update was that they did ask me for my wallet address on my original ticket eventually and said they passed it on to their tech team. That has been on the 6th of Jan, 9 days ago.

My username is up106291146 and original ticket number is 601013 if our lovely local CEX representative sees this, otherwise, the rest is for others to read and potentially be wary. I will update this post if this has any positive developments.

EDIT:

I have received my ETH on 15th Jan at 7 PM. Pity the markets crashed 30% 3 hours after eh....I was sort of waiting to get my funds AT the price or after some sort of a crash. But the fact remains, I did get my ETH back.

We have escalated the case to the responsible department, and you should receive a reply in the shortest time possible. Your funds will then be restored manually.

300k? O'boy!

You will definitely receive your money. The processing just requires additional time to be processed. You can tell us your user ID, and we will try to investigate with the Finance department on the status of the payment.

Its been nearly 3 months and I have yet to receive a 10,000 USD wire transfer from CEX.IO that they said they would be returning because of non-compliance reasons unexplained. I have submitted multiple requests and get the same 'too busy to process your request be patient automated messages about a week later'. At one point they claimed the bank even returned the wire transfer to them because they needed a swift code again. Besides many complaints on this site about them, the real reason I am certain that this is fraud is because my bank investigated the wire by sending out a telegram probe to their bank and discovered that not only had they never attempted to return the funds but that their financial department refused to answer the inquiries. I have already contacted UK based Fraud Alert detectives and will be booking a flight to England to visit in person if this isn't resolved within a week. I can be reached at jaikai1017@gmail.com if anyone would like to ask anything or if anyone affected would like to help organize a class-action lawsuit against CEX.IO.

If this is CEX.IO reading this, my user ID is up109516904 and id kindly suggest you resolve this matter without further ado!

I have funds stuck now for 31 days with no replies and no resolutions.

I withdrew 1354.75 USD to my credit card on December 19, still nothing has arrived.

The transaction details are:
2017-12-19 04:28:41   1354.75 USD   Credit card: XXXX-XXXX-XXXX-3670 Completed

I have tickets with ZERO replies from 14 days ago

ticket: #549834 - started December 22, 2017 17:44
ticket: #600164 - started January 05, 2018 15:52 - no reply at all.

I need some serious help with this.

I am fully verified. Have 2FA. Everything is in order. But no funds, and there is ZERO response from CEX.

At this stage, even a cancellation of transfer and place back into my CEX account would be best.

Please, help!

Well my ticket just got marked as solved. Well Done!

And I just got sent a reply which is the most useless copy/paste I have ever seen!!!! Clearly no one even read my ticket.

Here the copy paste:

Dear XXXXX

Now we actively solve your tickets in several streams.

=You can help us very much if you carefully read the following information=

If you have a problem with withdrawals to VISA cards, this information is for you. Especially if you get the error "initial transaction was not found".

1. If after 29 December 2017 you failed to make a successful withdrawal, you need to make at least one minimum deposit in the currency you want to withdraw (EUR, USD, GBP). In such a way, an initial transaction is generated, which allows you to withdraw to a card.
This is due to the recent change in the MCC code for transactions on 29 December 2017. The previous MCC code caused additional charges in some banks during transactions. Therefore, this step will improve the user experience.

2. We remind you that a withdrawal to the card can go up to 3 banking days (!) for VISA and Mastercard.

3. On 2 January 2018 our payment provider had a problem that was resolved the same day. Therefore, if you have successfully done deposits from 29 Dec 2017 to 2 Jan 2018, please try again, without the need for a second minimum deposit.

4. If you have a VISA card and you made a successful deposit, but you can not make a withdrawal in the same currency contact the bank and make sure that your bank understands such transactions and you do not have any limits on your card.
Also please check if we support card withdrawals in your region
https://cex.io/limits-commissions#/direction/withdrawal
For example,
- US citizens can't make card withdrawals, but are authorized to make card deposit
- Indian customers are not allowed to withdraw via VISA
If the problem persists, create a separate ticket through https://support.cex.io. Describe the steps in details, add screenshots and add the following text "visa_withdrawal_mcc" in your message.

5. If you have a Master Card and you can not make withdrawal, contact your bank and make sure that your bank accepts such card withdrawals and you do not have any limits on this card.
If the problem is not solved, create a new ticket with a description of the steps that you implement, attach screenshots and add "mastercard_withdrawal_01" to the text. Such a combination will allow us to promptly escalate such cases.

If your situation does not concern the above issues, please accept our deepest apologies for the inconvenience and resubmit the ticket with a detailed description of your problem.

Please do not create multiple tickets on the same requests. This takes only extra time for our team for requests processing like merging dozens tickets on the same request.

We reserve the right to lower the priority of tickets, which are created for the same request.
We work hard 24/7, the whole department is concentrated on speed and resolution. We will solve your issue for sure.
Thank you for understanding.

NONE of that reply applies to me at all. NONE. ZERO. ZIP. NOTHING applies. The ticket clearly mentions my withdrawal was on Dec 19. You copy/paste about dates after that time.

Even the ticket clearly mentions Mastercard in the subject, yet you copy/paste rubbish including VISA card related stuff.

This is utterly abhorrent.

Here you go, so much for "incorporated in the UK":

https://i.imgur.com/HkmCOAl.png

The "war zone" is obviously Donbass, Ukraine and you may only wonder whether the money they steal on CEX is then spent on director's new shoes or arms and munitions.

Speaking of which, should you want to discuss your concerns with Mr. Lutskevych or Mr. Kedyk maybe first try knocking the doors of 20 Discovery Dock Apartments in Canary Wharf,
although I highly doubt these scumbags use it for anything other than mail.

Cex is holding our money voluntarily and will possibly disappear with it. My £20k is still missing it was withdrawn on the 23rd December. It's been a month and no money to be seen.  My bank has told me nothing is pending and that swift does not take 20 banking days.

There seems to be some people with smaller amounts getting paid. People who did a withdrawal after some of us. Maybe they are paying out some money not large amounts to make it seem legit and bait others into there dodgy scheme

If they pay me back I'll remove all my negative  posts and write positive posts until then I'll make sure people avoid them.

Okay so we have had some positive news from Vitaliy. It's hard to understand why they didn't just announce that rather than leave people in the dark. That's when people panic.

They are having issues with Crypto capital processing payments. I have screen shots of the chat one of the guys had with him on fb but don't know how to load then on here.

They are having issues with Crypto capital processing payments. I have screen shots of the chat one of the guys had with him on fb but don't know how to load then on here.

Oh god, another one, it must be Vitaliy himself.

Mr. Kedyk, tell us if you also hired Crypto Capital to handle tech support for CEX and reply with nonsense once every two months?
Or maybe they're to blame for robbing people of Bitcoin Cash as well?

The paperwork is already in the works, we'll soon see how much your scammy business is worth in the UK.

I am in no way linked to cex. I too am waiting for my £20k which hasn't arrived for over a month. I'm just trying to stay positive here. Let's hope they pay out.

Cex as you are not replying to my tickets. I asked if you could redund my withdrawal back to my cex account so I can buy cryptos and withdraw my money on a different exchange.

Dear Cex,

Some guy has who claims to work in one of France's biggest bank, that Cex has had all it's accounts frozen and is under investigation. Is this claim true? Could you shed some light on this accusations as it is very worrying to hear.

What.....if this is true, it makes sense why I have been waiting for my Bank redraw to go through since approval the 23th December and still no money on my account.
I made several e-mails to CEX.io with no response.

Dont know if this is true as some people are claiming to still get money through their cards. If it was the case no payment methods would work.

However it would be nice if Cex could inform us whether this is true and if not provide some reassurance in some way.

Mr. CEX, if you were indeed closely looking into the cases reported here rather than playing dumb and sending canned responses, you would've known I'm speaking case 196670, where you seized 6+ post-fork BCC of mine. Is that also something that Crypto Capital is to blame for?

It looks like a corporate scam. And you should not be surprised since the most part of CEX team is really originating from Ukraine and/or Russia. Incorporating in the UK costs as little 1,500-2,000 EURO, so it can NOT be a sign of trustworthy business at all.

Here is a FinCen document for CEX https://cex.io/promo/img/legal/msb.pdf   - has any one ever checked if it is legal or real at all?

Even if it is legal, it states the following:

"MSB Activities: Money transmitter
States of MSB Activities:
California, Colorado, Connecticut, Delaware, District Of Columbia, Hawaii, Illinois, Indiana, Kentucky, Maine, Massachusetts, Minnesota, Missouri, Montana, Nevada, Oklahoma, Pennsylvania, Puerto Rico, Rhode Island, South Carolina, South Dakota, Utah, West Virginia, Wisconsin"

Even if this Fincen document is real and legal, it just allows CEX to be a "money transmitter" in several US states...

So, CEX has nothing like Bitlicense in either country. And this is DEFINITELY a "polite corporate" SCAM from UKRAINE!!!

Wow... Just came here to see if things got better with CEX.io.  My personal experience was not that bad.  My usd50k withdraw back in December was delayed, I opened several tickets, support is shit, almost panicked, but in a couple of weeks I got my money.  Only now (about a month later) their support is finally answering all my tickets.

Maybe they're not a scam after all, just understaffed, but that's not good enough.  I'm reluctant to try my luck again.

If you are that smart, you would understand that CEX's problems with clearing houses will NEVER end, because CEX has neither proper license and is a subject of money laundering and financial scam for all clearing houses. But it is pretty profitable for cex itself to use clients' funds in such giant volume while they play a role of a victim of clearing houses... If you take bitfinex for example, they warned everyone about the problems with fiat moving in and out, set a minimum limit of $50K for the bank transfers and all traders with less amounts had to deal with deposits and withdrawals through crypto's only, it is honest towards the customers...

If cex charge customer at a premium, 10% over the market price on crypto and unreasonably outward TT charge, at least you should show some service.

Dear users,
Please note that we had to reject the payments that were stuck due to the slower payment processing by our payment service provider. As they appeared overwhelmed with the requests, processing of payments got slower. We understand your concerns about money and we also understand that it is unethical to let your funds get stuck, we have made a decision to turn all payments back to users' accounts.
We understand that it has caused inconvenience to you, but we are determined to ensure the safety of your funds. And while we know that you need to have access to your money, we have turned them back to your CEX.IO accounts so that you were able to withdraw them using another method.

Gone are all the terms that your financial department gave, from the answers I hear only that the ticket is transferred from the department to the department, in fact, there are not any actions. Even confirmation that the money was sent back to the account only in writing, without any checks or receipts

And so for a week not one response from the exchange, contacted personally with Vitaly Kedyk, the founder of the exchange. Some blurry answers, not some actions. Be careful if you are going to deal with this exchange.
Template answers from technical support, not some confirmations about the return of funds.

I'm still waiting for the funds to be returned to the bank account by the end of the week, after which I will take action.

When supposedly my question was transferred to the department, as written above.
Do not deal with this exchange.
Do not what answers - not some confirmation.
On what terms do you keep my money?
What measures do you need to take to start something?
Will the office address you directly to solve the problem in a different context?

At this stage, even a cancellation of transfer and place back into my CEX account would be helpful.

We have escalated the case to the Finance department. Please wait for the updates.

CEX.IO Team

NONE of that reply applies to me at all. NONE. ZERO. ZIP. NOTHING applies. The ticket clearly mentions my withdrawal was on Dec 19. You copy/paste about dates after that time.

Even the ticket clearly mentions Mastercard in the subject, yet you copy/paste rubbish including VISA card related stuff.

This is utterly abhorrent.

31 Days I have been waiting and my money has not arrived - and your point Number 2 in the email says "We remind you that a withdrawal to the card can go up to 3 banking days (!) for VISA and Mastercard."

31 days I am waiting, but you remind me it takes 3 days. Very helpful.

Whoever answered my ticket with that reply and then marked it as solved needs to be sacked.

ticket: #549834 - started December 22, 2017 17:44
ticket: #600164 - started January 05, 2018 15:52 - no reply at all.

BiggerDude

We are sorry for the issue, this may have been a result of the incorrect algorithm application. As for now, you have received the response from the Finance department abuout the details of your transaction. Please check it with your bank.

hahahah!!!!

I just received a copy and paste answer - the EXACT same response I already received from Dec 26.

So basically, a month later, and I get the same reply.

Please - SOMEONE NEEDS TO READ THE TICKETS!!!!

This is STILL ongoing!

It has now been 58 days, and I have still not received my money.

CEX.io asked for proof that I did not receive the money. I sent them my bank statement.

Then they ask for a letter from my bank saying they did not receive the payment. Which bank is ever going to do this??? This is just a delaying tactic. I contacted my bank at all levels. They will not write a letter. They said its simple. Give them a bank statement. I did.

Why is CEX.io refusing to investigate where my money is?

As a customer, I have told you I have not received it. This should be enough for you to investigate. Then I proved it. This is beyond a shadow of a doubt that I did not receive my money.

Is that part of your scam? Saying we sent it, bad luck?

I need my money. My family and I are hurting from this!

Please, help! I am a human being!

You were replied in the ticket number 600164 again with the details of your transaction that were given to us by our payments processor. Please, turn with them to your bank, and they should be able to track the funds using the given data. We have sent the funds, and the payment was processed by payment processor the next day. Please contact your bank again with the mentioned details.

At this stage, even a cancellation of transfer and place back into my CEX account would be helpful.

We have escalated the case to the Finance department. Please wait for the updates.

Or else, CEX truly is a SCAM!!!

Please, can someone who actually cares take a look at my tickets:

They did NOT receive the money.

So why are you telling me yet again, just to check with my bank.

For all who are see and watching this unfold, you have been warmed. CEX is a joke. They don't give you your money, and then do a rediculous run around in circles with no support, no help, and no chance!

I have the same issue,

I withdraw 40 USD to my visa ( ONLY AS A TEST THANK GOD )

its been "processed" but hasn't arrived. The transaction was initiated in early January.

I submit a ticket and it gets automatically closed.

In last year I applied for a higher verification level.

I finally get a response this week "We are waiting for your answer" but I am the last one to answer the ticket. They have all my documents, extended KYC questionaire, bank statements etc and they just close the ticket without actually doing anything.

sad really

I also withdraw my amount in CEX and it was transacted after long period of time. It was almost 6 months before received, I guess systems of CEX have a lot of problems that need to resolve. Hoping that all withdrawals will be paid because reputation of projects was totally damaged and trust of many users will possibly gone due to too much delayed of almost all transactions.

Moderator, can we please lock and pin this thread with a closing word to stay away as far as possible from this fraud? Otherwise people behind CEX will keep making fools of everybody from their warm chairs somewhere in Kiev.

If those swindlers are out of the reach of western jurisdiction, then we should at least act as a community to get them eradicated from the crypto world once and for all.

Yes maybe scam..
The transaction was made on 14.02.2018
Because I haven't received my funds yet. I have been waiting for $438.48 for 12 days now but so far the funds haven't arrived at my bank account yet. I contacted the bank but they said no payments have been made. I emailed Cex.io about the situation. At first they said it might take up to 10 days. When I emailed them for the second time which is after 12 days, now they are saying it might take up to 20 days. After 8 days, they might say 30 days, who knows!!

On February 12,  you said that the finance department understands, it's been 14 days since you just play fools. You are provided with EVERYTHING so that you can return the funds back. What's stopping you? Not the desire to part with money?

On 13 January 2018, I bankwired US$10,000 to CEX. CEX rejected the bankwire and told they would refund my amount.
Till 17 April, over 90 days, the amount has not been credited.

Despite several followups with CEX, they have not provided any proof of attempt to transfer my money. Everytime they have responded with "please be patient", "our Finance Department is working on this" or "the issue will be escalated".

My bank in the UAE told me that CEX's bank in Poland has confirmed that CEX account is blocked due to prosecution. To me it's irrelevant. All I need is my $10,000 back in my account.

Your assistance is highly appreciated.

My bank in the UAE told me that CEX's bank in Poland has confirmed that CEX account is blocked due to prosecution. To me it's irrelevant. All I need is my $10,000 back in my account.

Your assistance is highly appreciated.

What Happened::
I've sent them 970 EUR via SWIFT on 4 December 2017.It was never processed into my balance. They cannot find it ever since. I have contacted with support and all they offer is more apologies. It has been nearly 7 months now.

@CEX.IO I want full refund+7 months of %1.55 interest+ 30 EUR SWIFT expenditure back. Then never to ever hear from you again.

Proof of payment:: This is MT-103 form they asked me to provide.
http://i67.tinypic.com/27xmeyx.jpg

Later they asked me to ask my bank for a refund. Their beneficiary rejected. Proof:
http://i63.tinypic.com/4u8j2r.jpg

Additional notes::
I ve been mailing with their support but all they can offer is more and more apologies. CEX.IO is obliged to compensate for damage they caused to their customers. Even if they fail to locate incoming transactions its not our responsibility.

Besides, money is the easiest thing to track in the world unless there are shady things going on (Their "third party" bank or themselves). while every data is available to their use being "being unable to locate the money" and apologies are nothing but jokes. Even a chimpanzee could have solved a customer ticket by now.

If you are another victim and they provide a website in your language you can file a FRAUD/SCAM complaint to your local police department or tech crimes department.

Finally DON'T send them anything other than coins. it seems only thing they hold on to and manage to do is their crypto market.

Dear snortlax,

Thank you for the information provided.

We completely understand your frustration on this matter and you are totally right - it shouldn't take that long.

Let me emphasize that CEX.IO is fully registered legal company. It is absolutely excluded that we are trying to scam you. Your money won't be lost in any case.  All our users always receive their funds. And the resolution of this issue is the matter of time.

Please rest assured that we spare no effort to resolve it as soon as possible.  We are in close contact with our financial partner and do our best to speed up the process of investigation. We have made several inquiries about the issue and currently we are expecting the resolution from their side. If only everything depended on us,  we would have fixed this much sooner.

Dear werbylo,

Thank you for the information provided.

With regard to your card withdrawal issue, kindly be informed that such requests should be under the investigation of our Finance Team. Thus, I kindly advise you to submit a request to our Support Team on this matter via the following link: https://support.cex.io/hc/en-us/requests/new

Please be also informed that all international payment card transfers rely on automatic conversions in order to make payments successful. If a payment card is allowed to make international transaction the funds are automatically converted to the required currency at bank rates. Thus, USD should be converted to EUR while being credited to your card. But, as it depends on your card type, you may also clarify this information with your bank.

Thank you for your understanding and cooperation in advance.

Day 27.9.2018 I have sent 0.186 BTC to my CEX.IO wallet, since I wanted first to test them ( I was curious do CEX.IO lie since nobody like to get scammed) because I would invest more if CEX.IO were legit.

Next step was exchanging from BTC to USD in trade section, after that I added my Visa card, verified it and ofcourse account state was changed from basic to verified.

Same day 27.9.2018 I committed withdraw of $1000 to my linked Visa ($996 should have arrive and $4 is fee).

Today 30.9.2018 I STILL DIDN'T RECIEVED ANY MONEY wich I did withdraw to my linked card. CEX.IO is NOT RESPONDING on my tickets.

$208 has been left into my CEX.IO balance and I thought I should withdrawn those funds too. After committed withdrawn CEX.IO rejected with no reason at all.

I sent an message to customer service and I recieved trash reply.

All what I get is junk and trash replies like:
- "Thank you for contacting us. I will escalate this matter to the concerned department. The person in charge will get back to you in the nearest possible time for assistance. Your patience on this matter is greatly appreciated. Thank you for understanding. Best regards".

Now after recieving trash reply I committed again same withdraw with same amount of money $208 and funds were automatically approved wich is sketchy.

CEX.IO don't give a sh*t to solve customers problem, their customer service is real trash since CEX.IO stealing from their customers wich is proved by MINE and other customer situations with them.

If I lie those people wich explaining their own problems with CEX.IO are not lying, CEX.IO is goddamn SCAM.

What CEX.IO is trying is to SCAM then if someone is reporting CEX.IO then CEX.IO would refund the customer but only the customer wich committed report

Hey Naster,

What exactly you would like to talk about? Maybe there is anything we could advise you or assist with? Remember that you can contact our Support Team 24/7 at support@cex.io

Also, let us remind you that CEX.IO has been always a law-abiding company. Sorry to hear you could doubt it.
And seems that you mixed our company with a huge amount of impostors that pretend to be CEX.IO and trying to deceive our customers in such a way.
You can check this topic https://bitcointalk.org/index.php?topic=5163819.0 and see how many fraudsters have been found and that we, on our end, take actions against them and warn others not to get on their hook.

Have any particular request - do let us know about it.

Hi,

My CEX user id is up105359297 and it has been 15 days that I processed for USD 1000 withdrawl ( $972 after fee deduction).
Till now I have not received any amount and the CEX support team has failed to provide a transaction reference number either.

Writing this after being frustrated from their service and reading lot of comments from the users on scamming.

I want to know from the people who reported fraud to the UK police and what response did they get from them, as I can see the posts are older ( 2 years and more) but no further posts on actions taken by UK police like if they were helped to get their money back.

Thanks
Abhi

Many ppl as me use them, so far had no issue, their KYC/AML is very strict so that can be hard when they ask extra info about source of funds .......
Just be trustworthy and all should be fine

Don`t say you are employed if you don`t have legal documents to prove transactions, as let say we in balkan get cash in hand etc..

I'm sorry, I used dozens of exchanges and nobody asked for a screenshot of my private(!) bank account. Nobody needs to know that except of me and my bank. That is already a huge red flag for me. Only info they need for KYC is the personal ID.

Second flag is the withdrawal problems of many customers.

I was never scammed by an exchange except of cryptopia, was a noob back then and listened too much to twitter guys.
Use your common sense and you won't get scammed

I am sorry to say but rest asked also.......

I don`t like it either but poloniex, bittrex and cex all requested to see source of funds its the EVIL kyc/aml ...... bitstamp asked me too but I don`t use it atm so did not provide the info

on some exchange as cex it looks random on other its more when you pass certain volume... but cex one was most strict but was fine at the end

I am the US resident for 4 years. But my account was blocked and verification is annulled. In 2017, I lived in the Russian Federation and my account was opened there. But as I said for 4 years already live in the US and pay taxes. Explain to me, on the basis of what law, did you blocked my money and the possibility of withdrawal?

All my appeals to the reddit were removed.

They don't respond to messages. This is a scam. do not use this exchange or you will lose your money.

You probably wrote to the wrong thread, this one would be a good place to get a positive response -
**CEX.IO Bitcoin Exchange ** Buy Bitcoins with Cards in iOS / Android App***  (https://bitcointalk.org/index.php?topic=318010)

You can also send a PM to CEX (https://bitcointalk.org/index.php?action=profile;u=148073)
The representative seems to be very responsive and helpful

Good day. If you personally have any issues with deposits or withdrawals, please provide us with your User ID and we will make sure to solve it ASAP.
Also, if you have User IDs of the people, whose screenshots you posted here, please let us know as well, or let them contact us in this thread/via PM.
Thank you

What really caused the Delay of the withdrawal and the deposit?

Proactive explanation would have solved this issue. If you had responded to him earlier through the PM and customer care service channel of communication, this issue would have been amicably resolved since. This matter would not come to this extend. There are some time you made things cumbersome for yourselves. when dealing with money you have to be very careful so that you will not disgrace your reputation, both you and the company. For the location of the company, the OP should not make guest work, you have to be specific to avoid fault accusation. It is not Ukrain people bear a particular connotation of names, other countries can bear those name if they were migrants.

I guess you got your reply, but I am curious. How does Ukraine come into this whole issue?

I am not sure when Vyacheslav's account was blocked, but I believe it happened way before the current crisis between Russian and Ukraine. Let's not try to make everything fit into a political narrative.

I do really hope his issues gets worked out as soon as possible.

Highly recommend CEX.IO for anyone looking to start their journey in crypto trading. Exceptional service and a secure platform to trade on.
