DUAL-KGW-3 (kimoto gravity well) is re-targeting mechanism. Dual-KGW-3 is developed, to maintain a real-time, aggressive diff re-targeting, by using a second, hard-coded KGW3 thread, to check against and to leverage diff re-targeting, in case you hit a block earlier than target-block-time. With this we have a limit of 1h/block. The above is the official explanation. In simple words, with this re-targeting system we will eliminate the big targets/times of blocks. When we hit a very fast block let's say 3secs block, the next block re-targeting to have bigger "hit" time like 4 hours block, so, the new algorithm will "re-calibrate" the new target to <=1 hour. I mean, the problem is not when a bigger miner hops on and mines several fast blocks in a row, but when he leaves and the difficulty is high, so no block will be found for a longer time by the remaining hashrate. Bitcointalk is not THE channel either. Look at what the starter of this community, MOONCOIN_FOUNDATION, is saying. This is a decentralized coin where no single place if the official channel.
