I think its just him voicing the obvious potential problem..  He is taking some risk here I believe..

The two lights indicate no power is applied to the power ports of the video card..

I would suspect Power isssues...

How many cards ? what Power supply your using... more info..

They each run 4x 5830s. One runs at 645 watts, while the other runs at 790 watts.

Sounds like one, you downclocked the memory on one rig (645W) and not the other (790W).

I save about 150W downclocking the memory of my 4x5830 rigs... They run between 620W-640W vs ~800W.

I'll try playing around with the 5830 overclocking/underclocking. Usually the second I go under 400mhz memory speed it will lock right up. Maybe try 11.7 drivers as well.

When lowering clock, try to skip past the 400 zone as much as you can, I remember an old setup being weird when I let the slider go around 400, but swing it right to 300 something, and its fine..

No, they don't really. If you need to keep monitoring, maintaining (this is good, but it doesn't require as much attention as you make it seem), "updating" whatever that means, and tweaking on a regular basis, it just means you haven't setup your rig properly. I've had my machines running for the past 2 months straight with a checkup here and there. I have not seen any loss in hashing power and there has been no damage done to my gpu's.

Where'd this site come from? I disagree that Bitcoins will ever go that low, but at the same time this article is pretty much everything I've been saying.

I think the future of bitcoin is in the 10 to 15 dollar range once the fear dies down a bit.
