Security features are available, users just need to enable it. However, there are people who don't realize how important 2FA is until they experience an unknown log in attempt in their account or in the worst case scenario, account being hacked. I think requiring users to enable 2FA is really a good move.
The problem is that the majority of people think that a good password is enough. Plus that they believe that the site, app, service is the one responsible for the security and not them. Putting 2FA as a mandatory and not as an option, is probably the best solution. Finally, they realized it on Kraken...

Unfortunately my US experience are limited due i'm based in EU and i basicaly trade EU pairs at Kraken. As far Coinbase (along other exchangers) the option to trade other fiat currencies with crypto is unavailable, except the one that your country have/use (€ only markets in my case). I personaly know people in US that use Kraken and it's an option for them. There was though some issues regarding KYC and their tier system. So imho you should first check their Tier/limitation system before you start trading...

The lost funds are replaced with the CLM token as a loss marker. The exact method of how this will work they haven't announced yet.
They replace them to all the users? Because i don't see any CLM tokens in my balance... their communication has been bad but overall the way they have handled the situation so far has good. they are facing up to their obligations to customers, its not perfect but its better than the alternative.
It's true that they didn't act as well as they possible can, at least in terms of communication with us. Indeed the reopening is good news but it would have been better, if it were operating normally and not in "View Only" mode.

Hi, I'm going to operate a small hedge fund again and people can buy in with crypto or fiat (fee 2%) I used to run a hedge fund a few years back with about 10 people's assets before I went all in creating new tech and everyone made good money then and I got the nickname "yoda" from the investors, I have a lawyer and contract specialist who can write up a contract between both parties for security.
Now we can discuss terms but usually it was a fixed monthly % in return, something realistic though <10% And the investor always gets his ROI that is agreed upon in the contract and the funds are generally locked in the contract for an agreed upon time but with an backdoor for the investor if he suddenly needs his capital then he can rift the contract but it will carry some fees as well and will be frowned upon.
