Do they really take full responsibility? I think when a big exchange accept and IEO, they will demand a fee from the project but they are not in control of the project, so if it will be scam afterwards, a big exchange cannot undo that, but of course we can always take legal action as a big exchange will always ensure they will get the information of the teams who compose the project.

First, let's look at the trading volume, if the volume is not good then it's just purely a game, whether it's the whales or not, or whatever you call it, don't play their game if you don't know how to get out safe. DEX has lose its credibility already, it was only popular during the time of ICO.
