I don't think the fact that posts there don't count to post and activity is the main reason for the lack of discussion in those boards. The lack of a unique topic style guide also has an effect.
There's a board for almost every thread of discussion and as such users would be unsure what post would fit there, as it technically could fit somewhere else on the forum. There's a lot of spam, but there are still some boards with useful discussions and users can post important or serious threads in some other (specific) boards and get useful replies.

SD and IV boards could function as a haven if the forum gets overridden with spam. I would assume it was more active during the peak of the last bull run where the forum had lots of active members and new users who were mostly financially motivated.

I agree with the comment of it being multi-signatory, and the banks who are the financial institution usually seeks to satisfy the interest of the gov't and not the individual(s)

do you think that banks are trying to cut out the governments as signatories in the alt currencies they are trying to create at the moment.
I don't see how this is possible, money control is a political move most of the time and the governments are always actively involved in it.
In China for example; which is the nation most interested in launching a centralized digital currency, the government set the deadline and give the directive to the People's Bank of China to meet that target. Some believe it's a move to try and overthrow the U.S Dollar as the global currency.
Other countries may be less stringent that China where the government has total control, but they would still be signatories to all assets.

This was a very informative video and I watched till the very end. My takeaways;
• There is huge potential for this drug to have a significant effect. 79% improvement sounds pretty great and the fact that those in the program needed lesser medical care would relieve a lot of pressure on the health system.

• It's natural and only works with the body's natural protection system, activating it. This would reduce the likelihood of side effects. I however not sure if side effects would be completely ruled out or if effective measures would be taken to check for them. Covid-19 is a pandemic and as such there is a lot of pressure for a solution, this could likely lead to protocols being skipped, I hope this is not the case.

• This drug if successful would impact the treatment of other respiratory diseases which is also a positive.

Phase 3 testing would reveal more.

The question is very simple: Do you do any checks before you award users with merits or not?  
I sometimes check the user's post history (after I may have already merited their post), if it's not a profile I am familiar with, usually in search of other useful content of the specific user or for a change in posting habit.
I however don't check the user's smerit distribution ratio before meriting their post as long as it meets my quality threshold. It's a plus if the user is not a hoarder, but not a prerequisite for me.

This has been suggested multiple times and would no doubt be helpful in certain situations, but it's not possible on the current SMF version the forum uses, and can only be implemented on updated software.
This could function in epochtalk when it's finally launched.

• Stocks are used to measure equities. Ownership of it gives you a share in a business which has gone public, Bitcoin on the other hand functions as a currency with speculative value. There is no equity involved.

• Comparing Bitcoin and stocks directly, both are influenced by popular opinion, so the more attention and demand it gets, the more the price is likely to rise and vice versa. But they have fundamental differences as well.

• As mentioned by mk4, it depends on what you are trading and what type of trader you are; long or short term. Normally one would have to adapt to how cryptocurrency market works and how to correctly employ technical and fundamental analysis.

Anyway, I think it would help if mods had a way to check the post history.
Would be a welcome addition and make it easier for mods to track the history of a thread as it could have been moved by a mod or the thread starter already. I usually prefer to notify the OP in a reply to move their thread and would drop a direction on how to do it if they are newbies (except it's an obvious spam, then I report it).
As regards boosting of report score, there's no incentive for that now, so it'll unlikely become an issue, but looks like it can be technically done.

More realistic bets have been lost overtime so nothing to regret over.
Before they go against Arsenal they would need a favour from them later tonight to keep Aston Villa from moving level on points. The 4 goals conceded against Manchester City has also significantly cut down their goal difference which is now also level with Villa, but if Villa lose then Watford would be higher on points and goals heading into the final match.

That is not true. COVID-19 recovery package is $750 billion. $490 billion out of is given, the rest EU members will be able to lend.

There were so many split interests during the summit and this most likely led to the length of the discussions before a compromise was eventually met. Each leader was seeking out the best interests of his/her people and looking to secure voter supports back at home.

Fractions in the EU also indicated a lack of togetherness and it'll be seen if the EU can maintain its motto and remain United in diversity regarding future meetings and other necessary concessions.

We may be thinking too much on the member's motives and its implications. He/she has the right to clear out their digital footprint on the forum if they wish to, drawing attention to it and digging through their profile does not help then achieve that privacy.

I think there would be a correlation between countries that responded quickly and effectively to the outbreak and those that will be able to best recover from the projected economic downturn, such as South Korea, Germany, Japan.
Global economies are however interconnected and the major sources of revenue of a nation would influence how quickly it can recover. For example, a country that is heavily dependent on travel and tourism like Greece cannot effectively function as long as its borders are closed, even if they responded quickly to the outbreak.

Due to ineptitude, corruption and lack of trust in the government by her citizens, my nation is facing a longer spell and this would likely prolong the recovery process as the numbers continue to rise while more jobs are lost. Coordinated response from some cities has however been commendable and led to some isolated success.

This could likely become a targeted attack on cryptocurrency transactions, especially when it involves large amounts. The blockchain is transparent and all transactions can be traced, so are they attempting to collate data on transactions such as wallet and IP addresses in order to break the pseudo-anonymity?
Seeking complete privacy should not be suspicious.

The scammer requested for a valid email address, which may indicate that even if the scam doesn't work they could sell a list of verified email addresses and you'll most likely be getting more emails similar to this one.
Always keep a private email address different from the one you expose online when registering on various platforms, this way you could better filter spam and scam attempts, depending on where you receive it.

This age-old tricks rarely work these days, but a more carefully written mail with less bogus indications of wealth may attract one to continue the conversation and this is where they are most vulnerable. So it's best to reduce the contact you have with such scammers.

Due to the fundamental changes (such as the massive scale purchases of newly mined coins), I'm bullish in the long-term, the price could likely pump or dump intermittently over the next days or weeks, but this should be leading up to a higher push in the price into a new resistance and support range.
I agree with crwth, some of the colour changes makes your text difficult to read. Using black text except when another colour is necessary is usually better.

There's the issue of disappearing immunity. I read an article recently about the possibility of someone contacting covid-19 twice while this is not very popular and majority of people would develop antibodies to the virus, there are still quite a number of unknowns about how the patient's body responds after recovery, some reports also suggests that the antibodies developed by asymptomatic patients wanes after a while and hence they become susceptible to another infection.
The research on the virus is limited and no conclusions can be drawn as yet.
