Try going through the proposed welcome message by theymos, it is yet to be implemented, but it contains a broad overview of the forums guidelines and regulations compiling that into a succinct, easy to read text.

Here's a draft of a welcome message for new users. The user will see it on the screen confirming their registration, and it'll also be available in the help center at any time.

There are also detailed explanation on the various boards and sticky threads to help you out, if you're willing to read them.

Did you open a new account? If yes, then it was probably blocked due to some level of evil associated with the IP. In the error message there is a payment process which lifts the ban on posting. I'm guessing the units of evil associated with your area was lower when you registered this account or you changed location.
Theymos explains it more here;
When you register, the IP that you used when you submitted the registration form is used to calculate your evilness. The more frequently this IP or its neighbors were banned, the more evil is associated with your account. The amount of evil associated with an IP decays slowly over time, but the amount of evil associated with an account does not. You must pay or be manually whitelisted to enable posting on one of these "banned" accounts.

Currently each unit of evil requires a payment of 4023 satoshi. You only need to pay something if you have 1 or more, though.

Deleting social media profile is almost impossible, as the internet saves anything that is uploaded in. And the forum is no different. Your account can be made anonymous as stated above and no one would be able to access it. Posts and replies would still remain however in order to make discussions you've engaged in be readable. Deleting all traces from the internet is not possible.

Will it still be alright even if the caption is in our local languages? There are no restrictions regarding that?
Majority of the community would not understand the caption, except they use a translator. And this would reduce the votes for or against it. You could translate the caption and original post, but the rest of the thread would still be in a local language.
If the local community is large enough it could be selected through the votes.

the only shock result was of Chelsea winning their match against Ajax.

Ajax were in very good form leading up to the game against Chelsea, but I do not think that makes it a shock result. Chelsea dominated the game for most of the second half and forced the goal, while Ajax were trying to hold onto a draw.
Frank lampard is grooming an attack minded team, which takes he initiative. And they are beginning to concede less in matches.

I would be expecting over 2 goals from the Slavia Prague vs Barcelona fixture, especially as I think the home team would score, but Barcelona would win the tie. Other than that I would change little about the other bets. I got lucky with my bets from yesterday's fixtures as there were lots of goals. A repeat tonight is very possible.

I just tested the function in this thread. I made a post and then deleted that. Once my post was deleted, my post was no longer the last post shown. Seems that something is different on that thread.

The service section prevents users from deleting posts until 24 hours from the time it was posted. So I think the system functions differently for posts made on Meta and posts made in the service board, when a moderator deletes the post.
Would be interesting to see if it's still the last post after 24hours in the event that there is no new reply on the thread.

The basic thing for beginners to know what bitcoin is...

Before that, they would need to understand what the blockchain is, as it is the platform that allows the transfer of Bitcoin. In my opinion, there is no basic information, just bits and pieces that are learnt over time through reading and practicing.
The original white paper does was not intended for newbies but those with background knowledge on the blockchain technology.

The forum is a good place to start if you're looking to learn about Bitcoin. The Google search option provids loads of information at easy reach, you can also check out Reddit, YouTube, and some other useful social platforms.
I personally do not recommend articles by websites which are more often than not, promotional content, but there are useful information that can be learnt through them.

Many countries in Africa have the problem of under-banking. Many of them couldn't do online businesses because of this. Some countries have bad reputation because of online frauds.
I do not think many countries in Africa are under banked. The use of smart phone has increased remarkably in African countries and also online banking services. Credit cards are also very popular around here. And cryptocurrency is an alternative, not a replacement. Someone without access to banking services is very less likely to use cryptocurrency for transactions.

On the issue of online frauds, that is prevalent in almost every region of the world, and is not peculiar to a certain country or continent.

[Arsenal only made Sheffield looks better,  Sheffield had been defeated at home by Southampton, Sunderland and Liverpool this season

I don't know how much expectations you had, buy they are having a pretty decent start to the season by their standards. They are always the underdogs against the top six teams, but if they can hold their own against majority of the mid table and bottom teams, while stealing points from the big dogs, like they did against arsenal, then they have a good chance at staying in the premier league

AFAIK, they both serve as alternatives. Signing an address related to the account proves that the account truly belongs to the said user, in the absence of this, the email (ideally, the original one the account y was registered with) can be used to prove ownership of the account. The inability to provide any of this information, makes it almost impossible to prove ownership of an account.

In the meantime, you could create a flag, or request a DT member to leave a negative feedback warning others that the account has been compromised, as in cases like these, the account can be used to send unsolicited/malicious PMs to other users.

Sheffield United are proving to be the surprise package of the season. And currently sit in the top half of the table. They have also conceded the least goals (7, alongside league leaders Liverpool) and they handed Arsenal only their second loss of the season (the only other team to have done that? Liverpool)
Their primary objective would have been to avoid relegation, but they may be aiming higher now and fancying a top 10 finish

Inter Milan lost yesterday's match against Barcelona. Inter Milan coach Antonio Conte is trying his best to keep winning against Dortmund tomorrow.
Last UCL match day rather, it's been weeks since we have champions league football. And in that fixture Inter Milan played incredibly and Conte's brand of football was on display. Their match against Dortmund is a must win if they are going to keep their chances of qualification alive. I would be betting on lots of goals, probably over 2.5

Either that comment motivates Liverpool players to absolutely obliterate Man Utd later today, or it'll get Liverpool players so fired up that they'll go all-out attack and Man Utd wins the game with counter-attacks.
I saw the comments earlier and I immediately thought, 'mind games'. Kloop is an experienced coach and as such I expect he would try to negate the effect such comments has on his team rather than try to use it as extra motivation. They are too of the league, way above Manchester United, they do not need extra motivation.
They need to keep their heads down and take the season a game at a time.

This may sound strange, but theymos may use the Satoshi account to trick people into the tenth anniversary of the forum.

I highly doubt he would do this. And why trick people on the tenth anniversary of bitcointalk? We're six months away from April. Theymos has previously stated that he has not read satoshi's PMs even though he has access to the information. Breaching his account would be a breach of privacy, hardly something to do as a prank.
I don't read PMs for fun. Very very rarely, I need to read PMs for technical, administrative, or legal reasons, but I try to avoid this as much as possible. I don't want to spy on anyone's personal business.

obviously lol, i bet the first thing theymos did when he became admin was to read satoshi's pms.

I've never read Satoshi's PMs.

That's why I think the postponement of the El classico favoured real Madrid more than it did Barcelona. The Catalans are getting back in the groove and recovering from their injury worse earlier in the season.
While Madrid are giving their top players a rest, with Bale, Modric and Kroos out of the first eleven and Hazard out of the match squad, rumour has it he just got a new baby.

Yes, i think there are more layers to it. The major objective of scammers is to make profit and to do that, they would try to make the project look as legitimate as possible on the surface, and listing on a reputed exchange could be part of the cover, and hence exchanges sometimes delist certain currencies from it's platform, https://www.theblockcrypto.com/linked/11879/binance-delists-five-projects-including-salt-lending

If there is no enough crowd to get chooped then the spammer won't be able to invest to create a spam project, right?
The spam project is already created before seeking out investors.

It would be better if we have more threads on "how to write high quality posts" than thread on "how to earn merits".
But merits is the catch and it was intended to be, and motivate users to make more constructive contributions.
I'm hoping that this system will increase post quality by:
 - Forcing people to post high-quality stuff in order to rank up. If you just post garbage, you will never get even 1 merit point, and you will therefore never be able to put links in your signature, etc.
 - Highlighting good posts with the "Merited by" line.
Aside merit begging or plagiarism, putting in efforts at making posts which are helpful and relevant for the purpose of getting merits is not a bad ideology and I would encourage it.

Everton versus Westham is also a tie I am looking forward to. Both teams have shown glimpses of brilliance this season. Westham have been more consistent and organized, while Everton has orchestrated their own failures most of the time, but yet that still have a squad which can easily roll into the top half of the table and potentially a top six finish.
It's still relatively early in the season and despite the current gap between both teams, a victory for everyone would close the gap to 2 points.

To get around the length of the video, you (viewers) could increase the playback speed. It's an option available on the YouTube drop-down icon. It is difficult to follow the first time, but you get used to it with time. You can equally use it on other videos you watch on YouTube.
A welcome video is a good idea and doesn't require as much attention as a read would.
