Only legal implications are, if you choose to put pirated or copywritten stuff on it.

If you dont, its perfectly legal.

If you do... who the hell is going to catch you ?   specially if its outta site and not on a table in front of you.

I have never seen it down, at least not recently, and I have the order book opened all the time while I am working on the computer and refresh it often throughout the day.

But what I would like to know is... who is that Mr. 2.54

Yes. This is very true.

Very, very true.  Not a 100% uptime, but I never had to wait for more than ~10 minutes for them to come back online. Also, for those who complain about lack of updates etc. - consider the trading volume and the trading fee they charge, then consider all the technical and administrative costs, legal fees, and losses due to scams: I am grateful to all the people who run exchanges at this early stage of Bitcoin. Like it or not, except for two or three biggest exchanges, these ARE hobbies, and hobbies that are run at a loss most likely.
