Here's my progress report

To run the file from a flash drive, I used Nexus Media Importer.  Turn off data and WiFi, click on the file and choose chrome.

I was also able to copy the file with the bitaddress.org HTML onto my tablet using Media Importer, and then use ES File Explorer to find the file and run the HTML in Chrome Browser.
First I tried clicking the file, but Chrome was not among the options for opening it.
So I did
long press > More > open as > other > chrome Smiley

I would like to save the bitaddress.org code on my android tablet and run it offline.  The tablet is a Nexus 7 running android 4.4.3.
I have es file explorer and nexus media importer.  The tablet is rooted.  I also have the bitaddress.org code saved on a flash drive, and an otg cable to connect with.  So I guess I have everything I need; I'm just looking for some hints (or even some explicit instructions) from somebody who did this, or knows how to.
Android is probably not the best way to generate offline wallets. There are quite a few malware out there for Android under the guise of legitimate apps.
Yes, bad idea to access it through an app.  Just want to be able to save the HTML/JavaScript and run it in a browser, offline.
I know how to do that on a PC OS like Ubuntu or Windows, just not a mobile OS like android.

paper wallets is not the best way to pay and store, if we can remember it in our mind, that's is really good!

I agree, but having a passphrase you can remember that also has enough entropy and isn't vulnerable to rainbow attacks requires sophistication.

at this stage in the game... I think the regs are a good thing for the next stage of the BTC life cycle...... later down the line.... things will change I am sure as BTC becomes ubiquitous. I think there is a middle ground point of view on the regs themselves... between the views of the winklevosses and Erik.... my feelings towards the future of cryptos is more aligned with Erik as far as I know , however I differ on how negative I think these regs are at the moment  I think they are good because they bring clarity and a framework-publicity and I think will bring new investors into the ecosystem. It is like a foothold if you like for BTC to continue its path- not that it needs it... but fact is... they are coming, they are going to be put into place, and as such- they are not "bad" or should I say "not too bad" It is a far cry from "BTC is bannned" or regulated out of use (good luck with that one)  One way or another  I do not see these regs being the end of "Cryptos for humanity"  either.  There are too many people around the world fed up of the boot on their face.

It has little or nothing to do with regulating Bitcoin, its about regulating businesses within a certain jurisdiction that deal with both fiat currency and bitcoin

As written, the regulations apply to operations in the crypto space that never come in contact with fiat.

I think that merely exponential growth is disappointing to the devotees of the super-exponential curve fit.

When you are disappointed in the performance of BTC/fiat, it means that you are shocked and saddened at how foolish and short-sighted are the other members of your species.
