Not sure how much time it took until services start to adopt it, but BIP39 was first introduced in 2013 as you can see here[1].

It's also possible that they had their own way to generate them, like Blockchain.com back in the day but I doubt it, since there's nothing about that in their repository[2]

In the mobile wallet, on the page where you type your seed, there's a ComboBox to the right of "Seed type". It's set to 'Electrum' by default, tap it and change it to BIP39 and see if it works.

Electrum should recognize the wallet if you select -> Options -> BIP39 after typing the seed phrase.

Trustwallet is slowly becoming unusable. I've been having that problem a lot lately, and the only thing I managed to do was to lower the amount when I was sending. It's probably related to the fees due to the number of transactions you might have received in the past (I'm guessing you haven't received the 31K in two or three transactions).

You should be able to use the seed phrase in Electrum[1] (on step #4 click Options and select BIP39 and then choose 'legacy' if asked about the address type)  and then export the private keys[2].

I don't see why you would do that when the wallet is empty though. It's probably better if you just create another wallet.

No, it's not possible to delete accounts[1]. You will probably have to reset everything and go through the recovery process again if you don't want the other account to show.

Are you sure that the two other accounts you had were derived from the recovery phrase, and not from an imported private key?

You also said you had one account showing when you recovered the wallet, was that in your previous wallet?

Is the transaction confirmed yet? If so, you might have a chance to recover the funds if the transaction uses RBF, and you're transacting from your personal wallet. Posting the TXID would help.

I don't see any ViaBTC blocks here[1], so I would imagine it's very soon.

You can use Blocknomics wallet watcher if you want to monitor your address[2]. AFAIK, they only send notifications (through email) when a transaction is confirmed, and not as soon as it happens so it should do the trick.

Click on MetaMask -> the circled picture to the right -> Select "Create account" -> name it.

The wallet will generate the same addresses you had before, you just need to recreate the accounts by following the above steps.

Have you rebroadcasted your transaction with the tool you shared? I'm just guessing here but maybe that's why LCS can see it again.

As mentioned above, ViaBTC will make sure to include your transaction in their next mined block. Bitaccelerate is not as efficent.

I'm not sure about the exchange, but for Electrum does your balance reflect the transaction you did or not? Make sure you're propertly connected to Electrum servers. The path you chose should be the correct one since your address starts with 3.

Binance is charging users more than enough to process withdrawals, even with the current mempool state. It sounds to me like they are having technical issues, and they're not voluntarily doing this simply because the network is congested otherwise, what would "working on a fix" mean?

Once you download the wallet as explained above. Make sure that you have the seed phrase first, and then install and launch the wallet as you normally would.

I'm not sure if there was a technical issue at the time, but the last time I checked TrackTX, it wasn't working properly. I can add addresses, check balances, etc. but I didn't receive notifications on incoming transactions.

He shouldn't have a problem regardless of his location. Have you tried to check his Google drive? I know their wallet allow you to automatically backup your wallet, maybe he did that?
