Ok I found why: I update the list of usernames only when http://jackjack.alwaysdata.net/btoplusone/list is called I'll change that but until then you can load the page yourself to refresh if it bothers you I found myself! Not that I have any use for the voting list, because I cannot see who voted for me ;p
It could be funny to add the possibility to send a message to people who voted for you That would be a great feature to discuss things. For example, ask why someone gave you a -1 and try to fix the situation.

Problem is, you can get your money back from PayPal which means a loss for the seller / person who handles the escrow.
Nobody (with a decent brain) will sell you BTC using PayPal.

Are settings stored locally? I'm assuming so, because I use a few different computers and it seems like it's not carrying over. Just want to double check.

Nothing is wrong. It's exactly what it said in the message: The hot wallet (the one that is one the server) doesn't have enough funds in it. The vast majority of the invested coins are in a cold wallet, on a machine that is never connected to the internet, for security reasons. So you'll have to contact dooglus (see bottom of FAQ tab ^^) for a manual withdrawal to be done. It's not the most elegant solution, but for security reasons this is the only realistic way to do it. Well I know for a fact that BitVegas does exactly the same. I think it's a great way to improve security.
