I did call citi.
The request of wire trace is originated from citi support. But once I got the wire trace and contact the support again. They told me I should contact Mtgox and their bank.

The black market price for "fake" marriage is around 70k for US citizenship one to two years ago.
I suspect the rate has gone up a bit since the government is beginning to crack down the practice. Fake marriage isn't so fake anymore.
One thing surprise me is the Aussy citizenship which can cost as high as 200k for certain group.

Did u call the Japanese bank to confirm it went out? Or how did you get this info?
I have heard elsewhere tat citi is intermediary for chase and bofa for wires from the Japanese bank, and that's where the problem lies.
You can get the confirmation wire from Mtgox support. I contacted the wrong branch of Mizuho bank and they told me they don't do individual wire and told me to contact whoever that initiate the process (in this case, Mtgox).

Is it limited to wire to Citibank?
It has been 3 weeks since I requested the wires. I even have the wire confirmation from the Japanese Bank (Mizuho Bank, LTD)
On the Wire confirmation document, it shown Bank of America, New York as the intermediate bank. And Citibank support told me they never received the wire.
Is Bank of America in trouble? or is it blocking the wire for some reason?
I heard some rumor there is going to be another major bank on the verge of blowing up and there will be no bail out this time. Is this related to what is happening right now?

The reason I can do 2% below spot is the implied low risk.
When I receive bitcoin from seller, I will sell it on the exchange for around 1% fee (I only do large withdraw to reduce withdraw fee, this reduce my operation cost which indirectly pass the saving to seller) and send seller either check, dwolla or bank transfer knowing I have the same amount of money on the exchange.
The value of bitcoin goes up and goes down very quick. As we speak, the price of bitcoin has already gone down more than 1.5%. If I have to send first before receiving any coin, my operation would have high implied risk and 2% fee (around 1% is already taken by exchange and withdrawal fee not counted) won't justified my business model.
As far as trust goes, seller can check my Ebay feedback on how I handle refund and missing shipment.

Payment method: dwolla, personal check, citibank transfer, wire or international wire (additional 30 dollars fee).
If anyone have issue with trust, we can break large transaction into multiple smaller one.

Normally, lower price implies lower demand from local people given that it is harder for foreigner to deposit money in.
Isn't it interesting the most active exchange located in Japan?

Hard to imagine people willing to take out loan at these rate, other than the truly desperate or people trying to defraud.
In either case, lender should have low expectation of getting pay back.
