There are many like Targetcoin, CSNO, VSLICE and many more that promises to give dividend every quarter or yearly. Most of them give out dividend in their own coins or buy backs coin from exchanges with the profit they will make with their operation throughout the period. Kickcoin is the recent one that pay dividend in its own native token.

Many of such coins have also scammed their investors after ICO.

I think there are lots of ICO running right now, there are thousands of ETH transactions going through ETH network so transactions with less Gwei is not getting confirmed within few minutes, increasing your Gwei will make your tranactions faster which is possible with etherdelta. Just set your Gas price high by going through link in upper right corner of your trade window.

Hacker/criminals are using bitcoin for their financial transaction but this doesn't mean it was created by criminals for criminals, governments want to have better control and monitoring on bitcoin related transactions which is harder than they actually thinks either because lack of enough manpower or resources.

Search for the service review in google and go through them, if you find some scam report or accusations against them than its better to stay away from them.
Always maintain some distance from cloud mining and bitcoin doubler ponzi, they are 100% scams.

Never buy mining devices from unauthorized sellers of bitmain or other manufacturing companies.

They have only banned trading bitcoin against their local fiat and not restricting their citizens from trading bitcoin also they are not restricting their people from mining bitcoin and selling them in international trading platform because with this they are importing foreign currency which will make their local fiat stronger.

It depends upon from which country you belong and what are the payment methods you can use. Coinbase works for many countries and they also accepts credit card deposits, similarly bitpanda accepts sepa deposits from european countries.

Coinbase and bitpand both are however not a good bitcoin wallet, buy bitcoin there and move it out of them and store them either in paper/hardware wallet or electrum, exodus like wallets.

If you have small amount of bitcoin than you can keep it in paper wallet (print it out from offline computer).

Buying hardware wallet can be ultimate solution but you have to first make sure that you know all the steps and safety tips that comes with hardware wallet.

Price is actually recovering right now from recent correction and I think new ATH before end of this year will be $10,000 atleast.

You have invested in something which haven't published whitepaper till  now  Looks like you got into some scam projects.

Investing during pre-ICO stage can give you cheap tokens but in the meantime you might have to wait for months to be able to cashout those tokens back to bitcoin.

Best time to buy tokens is either during PRE-ICO stage where you will get upto 50% discount or when bounty hunters will dump their coin within few days of listing.

Those unconfirmed transactions were actually not fake, miners have left bitcoin mining and started mining bitcoin cash because they were getting more than what they can get from bitcoin mining. So difficulty was high but number of miners were low so transactions with quite good amount of fee also got stucked for few hours.

I am not heavily into alts like you but still holding 20% of my portfolio in alts, will buy more few days before fork date with my fiat. Already sold most of my bitcoin but still 20% of my portfolio is in bitcoin which I will sell if price will go over $8k before fork.
