Today the OCC published Interpretive Letter 1174, which explains banks may use new technologies, including independent node verification networks (INVNs) and stablecoins, to perform bank-permissible functions, such as payment activities. Said simply, a bank may use stablecoins (cryptocurrencies designed to minimize the price volatility) to facilitate payment transactions for customers.

In doing so, a bank may issue stablecoins, exchange stablecoins for fiat currency, as well as validate, store, and record payments transactions by serving as a node on a blockchain (INVN)

Central Bank Digital Currencies
The experience with pandemic emergency payments has brought forward an idea that was already gaining increased attention at central banks around the world, that is, central bank digital currency (CBDC).
Legislation has proposed that each American have an account at the Fed in which digital dollars could be deposited, as liabilities of the Federal Reserve Banks, which could be used for emergency payments.
Other proposals would create a new payments instrument, digital cash, which would be just like the physical currency issued by central banks today, but in a digital form and, potentially, without the anonymity of physical currency.
Depending on how these currencies are designed, central banks could support them without the need for commercial bank involvement via direct issuance into the end-users’ digital wallets combined with central-bank-facilitated transfer and redemption services.
 

The Federal Reserve has been researching issues raised by central bank digital currency for some time.
The Board of Governors has a technology lab that has been building and testing a range of distributed ledger platforms to understand their potential benefits and tradeoffs.
Staff members from several Reserve Banks, including Cleveland Fed software developers, are contributing to this effort.
The Federal Reserve Bank of Boston is also engaged in a multiyear effort, working with the Massachusetts Institute of Technology, to experiment with technologies that could be used for a central bank digital currency.

The Federal Reserve Bank of New York has established an innovation center, in partnership with the Bank for International Settlements, to identify and develop in-depth insights into critical trends and financial technology of relevance to central banks.

What many dont know is that Algorand is the one to watch out for as they are the ones working with the Fed on a CBDC...
Powell clearly said it today......

Many are hyped with the news earlier from Powell and so they should be.

What many dont know is that Algorand is the one to watch out for as they are the ones working with the Fed on a CBDC...
Powell clearly said it today......
“One set of experiments is being carried out at the board of governors here in Washington, D.C.,” Powell said. “Complementary efforts are also now underway, for example through the Federal Reserve Bank of Boston, which, in collaboration with researchers at MIT (Massachusetts Institute of Technology), is developing a hypothetical central bank digital currency.”

Will they have Zero-knowledge proof (private protocol which use Zcash) and smartcontracts (like Ethereum) together? And when this will be implemented (I mean year - this or next or... )?

What are Subnets
A Subnet, or Subnetwork, is a dynamic set of validators working together to achieve consensus on the state of a set of blockchains. Each blockchain is validated by exactly one Subnet. A Subnet can validate arbitrarily many blockchains. A node may be a member of arbitrarily many Subnets.

A Subnet manages its own membership and it may require that its constituent validators have certain properties. This is very useful and we explore its ramifications in more depth below.

There is a special Subnet called the Primary Network, which validates Avalanche’s built-in blockchains. All members of all Subnets must also be a member of the Primary Network. In order to become a member of the Primary Network, one must stake some AVAX tokens. The upshot is that all validators of all blockchains must also validate Avalanche’s built-in blockchains and must have staked AVAX tokens.

Compliance
Avalanche’s Subnet architecture makes regulatory compliance manageable. As mentioned above, a Subnet may require validators to meet an arbitrary set of requirements. This may include compliance requirements, such as:

Validators must be located in a given country
Validators must pass a KYC check
Validators must hold a certain license
