Internal Revenue Service (IRS)  United States Federal Tax Authority.  They have not yet ruled on taxation of bitcoin.

Many of US States have taxes for State programs.  The IRS is the tax authority for the nation.  So a US Citizen may pay taxes to local authority, a State Authority and a Federal Authority.

State Regulators are usually concerned with Safety and Soundness and consumer protection.

Currently to operate as an "issuer" (miner) or an "exchanger" as a business in New York State you are required to have a net worth of over $1 million USD, you have to post a bond of $500,000.00 and a dollar for dollar capital requirement for any consumer funds you have at risk.

NY State seemed to suggest that they are looking to lower these requirement for virtual currrecy start ups that are operating under smaller volumes.

I don't believe they will be discussing taxes but that is also a concern.

Look for the IRS to rule on Taxes by this summer as well.

The GAO and The National Taxpayer advocate have both requested guidance from the IRS.

New York State Department Of Finances is a Regulator.  They make rules and regulation based on the existing law.

If, based on the hearings, the Regulator decides to issue additional "guidance" as FinCEN did, or new regulations it could go into effect in 60 to 90 days.

They seem to be acting on this pretty quickly.  He issued the notice in November.  The hearings are in January.  I'd expect to hear of:
1. new guidance or
2. news of additional hearings

by June.

If New York State creates a BitLicense it would only be applicable to business that server New York State citizens.  The business would still have to be registered with FinCEN and comply with all Anti-Money Laundering (AML), Know Your Customer(KYC) and Customer Identification Programs (CIP).

Bank of American has a quick and easy p2p transfer capablity.

Find a TRUSTED user  (Ask around) who also has Bank of America and is currently looking to sell bitcoin.

You will want a trusted user as you will be asked to send your funds first as bitcoin is not reversible.  Upon receipt of your funds (usually instant) the trusted use should send virtual currency instantly.

The trusted user is also taking a risk as you may not be who you say you are or you could possibly not own the account and after the trusted user sends you the bitcoin there is a possibility that your transaction could be reversed.

I do not know if this is something you can help with or something you would do, however I am looking for a loan of $400 in Amazon credit.
I wish to repay this in BTC @ Mtgox average rate within 5 weeks + obviously some agreed interest.
Is this something you could do for me?
I have outstanding loans at the moment with a few members of this forum and BTCJam. I have made 14 repayments on my BTCJam loans and never missed a repayment - also I have had many loans with members here and repaid in full again often early with no problems.
I do have quite a lot outstanding at the moment so I understand if this deems me a risk, however I would be willing to provide whatever you require if you were able to help with this.
I have a full time well paid job and my own business, unfortunately I have some cash flow issues at the moment due to me being a new business seller on ebay paypal are witholding funds for up to 21 days. I will be able to repay this loan out of my December "day job" salary just after Christmas. or possibly earlier depending on my cash flow situation with my ebay business.

We have not traded before personally - I have traded with many people on this forum previously and never had a problem though.
I am located in the UK and wish to order some toys from Amazon US (They are not available in the UK yet) but if I wait until my next payday I will not get them for Xmas.
I am a sales manager 9-5 Monday/Friday of a retail store and like I said previously I have my own little business selling toys/jewellery online and at markets at the weekend.
