Forget about submitting the dispute using paypal web site. Search Google for paypal support/scam emails. Paypal has a lot of emails where you can send logs/scansto open a dispute. Send them to two or three different addresses. Explain he is doing this to other people. Paypal hate people that use them to sell bitcoins (actually, they hate bitcoin and is against their TOS to sell currency), therefore they might go along just to teach a lesson to the seller. Of course, they might decide to teach both of you a lesson, freezing his account, but without paying you back. Typical paypal reaction. But at least he will get a lesson too. Google also his email/name accounts; usually, you will find other emails/accounts he is using on other websites and you might find other paypal accounts (or other reversible systems, where you can try your luck) that he is using, just in case that one is empty of money. It's very easy to track a seller on the Internet, they all use foruns, etc. You might end up finding his facebook or other private info and then you will have means to go to authorities, threat him to write to his family about him, etc. Basically, make his life miserable.

Never used them. But the fact that the bitcoins were moved to another address might mean that they moved it to a cold wallet: a different wallet to insure they are not easily withdraw. Important is to check if your balance is still the same. Anyway, message them again.

Actually, most alt coins have been a better reserve of value than bitcoin. Since their price is mostly in bitcoins, it's something easy to confirm that Terracoin, PPcoin, XRP, novacoin, etc., have increased in value not only to the USD, but also to bitcoin. Elliott Waves are just too complex and subjective. Technical analysis is all about convincing people to buy and sell at given moments: there is no future to predict, only human decisions of traders. Make it complex and traders won't understand it, therefore won't follow it. Technical analysis should be simple: trends and support/resistance lines plus some technical patterns.

It's because there are almost 100 billion XRPs that I doubt each XRP will ever have a value much higher than the present one. Some of those have been already given away to bitcoin users, but that's only a very small part. It's curious that having them promised to give away billions of XRPs they have already limited several times the amount they give out to each bitcoin user. I wonder what will be the next step to give out XRPs. Or are they having second thoughts and deciding to keep all the rest to themselves?
