I installed the wallet through docker and can access it through this url.

http://192.168.99.100:8000/

How can other people access my wallet? How do I configure it if I want to set it up so anyone can access it through my ip or a domain?

Why can I only access my wallet through http://192.168.99.100:8000/ and not my ip or localhost?

If you have got a static ip adress from your isp you only have to forward tcp port 8000 through your router/firewall.
In case of a dynamic ip adress you should use a service like no-ip.com or something else.

If you don't know the definition of a static/dynamic ip or how to forward ports you shouldn't make your wallet publicly accessible.

problem is i got payed for 3rd week when i was the first to join twitter bounty

The Twitter bounty account lists were generated by myself every week. Human error is not possible, because I auto-generated the lists. We had a lot of these cases and when I actually checked, our data was correct. So you probably were just too late to be under the first week ones.

Why should you vote?
Because doing so helps securing the network and within it your own coins. The more people vote the harder it is for a few big whales can seize control of the active delegates. It is in your best interest to help avoid this eventuality. The more diverse the group running the delegates is the best for everyone.

You should take some time and look at the potential delegate so you can make an informed decision who do you want to secure the network for you.

If you don't want to spend time reading hundreds of delegate statements, and research possible candidates, but want to contribute, take a look at my Windows voting tool (See below) here is the lisk.io thread  for it. It's not only makes voting easier and faster, it can recommend you delegates to vote for.
I'm going to keep an up to date list of delegates that I researched, before recommending them. They all been active in the community or contributed someting to the Lisk experience. You can also find me on this list.
