HashOcean disapeared and scammed 700,000 users ? !

I wonder how it feels when the site you believed in and trusted became a scammer? 700000 users it's a lot! How many money and time that they invested in it they lost? Nobody knows.

I don't think the FBI doesn't have to do with it. It is because that they also know what the risk of investing with those kinds of investment.

Nah, this is pretty serious. As people file complaints in various jurisdictions, the import will build to the point were the FBI has no choice but to investigate. Remember, they get to fine you if they catch you they have a very large incentive to go after these guys.
