If the DEV doesn't fix the blockchain and get an explorer there will be no exchange that will touch this coin.

Because that is fundamentally impossible. Do you think the dev has billions of US dollars in his bank account to cover the premine when everyone starts selling their cut?

You can try pegging the value of a coin to a specific amount, but there's not much point if no one will buy at that price.
