Lol. Good grief man. He is talking about a large % of BBR on the ask side of exchanges or sitting on exchange wallets. He is talking about creating OFC markets for larger buys and sells so that prices are suppressed as development increases.

He explained it in this thread in detail. I thought you may have read the thread, its pretty short.

Correct. It does not mean what you thought it meant. He actually wants BBR to get listed on more exchanges. He just doesn't want accumulators to hurt the price on exchange. Better to sell large amounts off exchange. I am actually helping facilitate the OFC market actually.
