I don't know the exact schedule for the issuance, but the block reward should be dropping over time.

No, it is fixed, but I don't remember in what proportions : you have to see in their website coin.io, perhaps in the white paper.
There is a vote actually to fix other community rules (or not) : see some posts above from zcoin official.
