If we store EMB in cryptopia, can we get chartis without needing to move it from cryptopia?

The pre-announcement said they will give notice when the coins need to be moved to the wallet for burn, so it can't happen on an exchange. I'd expect that they create a specific wallet for this with added burn functionality.

This is two different projects. Embercoin (EMB) on Cryptopia don t have btc/emb pair, only ltc/emb and emb/doge.
