Then they take the BTC and sell for USD once they hit their target pump. when LTC/USD is stalled and LTC/BTC Drops then you know bots are selling LTC for BTC and getting ready for a BTC/USD Pump Edit. Anyone holding more than 10% of his bitcoins on exchanges (bitfinex, okcoin, huobi) right now is a gambler. Sure there is money to be made, but the risk is to big

I believe Charlie Lee developed LTC, and his brother Bobby Lee is the CEO of the exchange BTC-China in Shanghai. The question that Charlie Lee answered in that tweet was obviously referring to the launch of the Coinbase exchange last Monday. I don't think it excludes LTC in some future. (Although the US cryptocoin industry seems to be definitely partial to Bitcoin, to the exclusion of other altcoins.)
