Simple you centralize control of the protocol via regular mandatory hardfork and back up those hardforks with overwhelming hashing power. You also start off slow with multiple non-controversial changes to acclimate the community to your control. Talk about hoisting one on one's own petard... If Jihan can do this to Bitcoin Cash, he can also do this to Bitcoin Segwit. *smh*
