Kind of. 1) It's the branch of China Telecom in Jiangsu Province. 2) It's a one time event for buying the new Samsung Smartphone. 2) Bitcoin (0.1BTC) is only used as a pre-order deposit, and will be deducted from the total price on the purchase day based on the exchange rate then. This is just an attempt or a signal of the merchants to test how the government handle it. I don't think the government will allow BTC paying in general cases, at least in near future.
