The only club on this table that I don't really see that they are living upto expectations compared to the money spent on players so far is Chelsea,they have spent a lot on players recently but it actually seems something is wrong with the team,they have been moving from grace to grass every year,and despite all their buys,they still fall below Europa league.Well,they have a new coach who has coached in the premier league before,and he is currently recruiting young boys  just as Arteta did in his first two seasons at Arsenal,but I doubt if that kind of tactics is going to work at Chelsea because we all know that Chelsea board cannot be patient with him when they will start loosing,because definitely,their first three games,they might loose,so it would require patience from their board for his tactics and his process to work at a team like Chelsea.

Kalvin Phillips seems to be a target for Liverpool now. The reason why is of course Fabinho's departure for a Saudi team soon. Liverpool will need to find a replacement for him to the defensive midfield position. Kalvin Phillips is a player who can even play in multiple positions such as central midfield and centre-back as well. But he wouldn't effective as a centre-back as much as playing as midfielder of course.

Folarin Balogun is just 22 years old, he looks promising, he's on blazing form and had a successful outing in the french league with Reims, where he bagged 22 goals in 38 appearances in all competitions. Though, Arteta is still hoping to have a word with him, probably convince him to stay but I think he will do well in Inter Milan.

I don't know why Inter Milan prefer to choose Morata or Balogun. In my opinion, Lukaku is much better and more productive than Morata or Balogun. Lukaku already played in Inter Milan for a few years, he doesn't need to adapt with Inter squad anymore. Gundogan has a lot of experience under his belt and aside the fact that he along with his former teammates at Manchester City won the English Premier League as well as the Champions league, he’s a player that any club would want to have in their squad.
I believe he could be really instrumental in helping Barcelona retain the La Liga title. Obviously, they’re going to face a lot of competition from other clubs.
