No, I don't think Jobe will be as good as Jude. Another perfect is the Hazard brothers. While Eden hazard was so successful and good in professional football, his other 2 brothers who also happen to be footballers are not that much good. But Real Madrid reaching out to very young players is nothing new and they go all in if they see the right potential. Jude Bellingham was one example when they paid such a high transfer fee and it paid off, but look at the deal they have made with 16 years old Endrick from Palmeiras for 60 million? I don't know what the exact transfer fee was, but as far as I remember it was a whopping record breaking amount for a player at that age.
