Well, I think that it would be really difficult for them to acquire the services of Victor Osimhen at this particular stage of the transfer window because Osimhen's mind is mostly set on moving to Chelsea and one key advantage Chelsea have over PSG is Romelu lukaku, this is a player that Napoli is dieing to acquire, due to his past relationships with Antonio Conte, so I believe that it's actually going to be very difficult for them to sign him if they are really intentional this time in getting his signature.
Lastly, if PSG truly mean business in their pursuit this time around, then they must surely show enough intent that they will be willing to pay up all that is required for his signature, because right now, it's already difficult for them.
