I didn't see btcjam closure as a sign that bitcoin is going down. The borrowing system over there is not realistic and any company that use that kind of system is band to fail. Reduce in the payment of signature campaign is a normal thing to do in other to maximize profit. Bitcoin as a crypto currencies will forever going on as far as they are traders and miners.

I think the BTC price rise is a good sign that the coin is doing well. Fiat keeps coming um in exchanges, and the price keeps rising, so BTC really looks like digital gold right now. As for the campaign signatures, I think it's perfectly normal that they are adjusting their payments. They have a budget, so if the BTC price rises to much, they need to lower they payments. Some signatures are posting their payrolls in $, this way they can keep it more stable.
