REAL, Wireline, Spheris and Electroneum ICO is the most promising ICO that I saw that will start in August so far. Atlant might good also but not sure with that because their budget on bounty campaign is insanely high. That is a huge risk for investors of the ICO.

Bowhed health, 0x, monetha, reality clash and few I don't remember. They have potential to sell all their tokens but  it heavily depends on marketing ability of the projects.

PILLAR - I read their whitepaper. My initial impression is that it seems too broad in scope. They're trying to provide many services at once. It just seems like too big of a project to accomplish anytime soon. In the short-term, there won't be much differentiating them from competitors. That being said, some of the features they are trying to implement would be interesting (P2P lending, Smart-Contract dashboards, multi-exchange support).
