This is how I interpret the distribution of minted RPX. Us ordinary punters will not get the re-distributed minted RPX.

As they said it is for:

(1) "[for] holders who keep their RPX on Red Pulse platform. ... for independent researchers and market analysts to publish their content."
(2) "...the amount kept on the NEO wallet that is on the Red Pulse platform"
(3) "RPX in exchanges or other wallets are not eligible."

So only those (businesses) who have a wallet on "The Platform" will get the bonus RPX.

As I understand it, both research producers and research consumers will use the platform. Also, according to the whitepaper, the platform should cater to both institutional investors as well as individual investors. So I think general public will have the option to create NEO wallets on RPX platform.

I made two transfers from the neo-gui wallet.
One went through no issues.
The other disappeared and didn't even show up in the transaction history.
All i have now is the ID from the prompt i copied when i clicked invoke .

The start on Kucoin Exchange today was ok, maybe a bit below what a lot expected but positive. The Exchange works good now, but had a very bad issue for some hours where traders were kicked out and couldn't log in again, hope that will be solved for the future.
