Well, there is not evidence of him promoting CM, as you said, and there is not evidence of him being an electra creator.
Just some dutch guy who uses space between commas.
Need more evidence, we can't just start investigating everyone based on almost nothing, but I like the attempt.

Your US courts did absolutely nothing in bigger cases where real money was involved (Mt. Gox, Wex, Cryptsy). As they will do absolutely nothing with Bitconnect scam. I know what a fraud is, and I am telling you that it would be hard to prove harm or even deception in this case as no money or actual valuables were involved and noone really knows what actually has happened. The facts are that at least majority of coins are still in the CM wallets and the website is not functioning correctly. The rest are pure speculations.

That's not entirely true, initially Electra had a lot bigger volume traded on nova (october-early december). On CM ECA trading volume was pretty much below 1 BTC.

Only after rumors of nova closing/changing owners appeared (early-mid november) and nova closed deposits (1st of december) ECA trade has shifted to CM. After that in late december-early january we have seen a massive presumably paid pump on ECA, hundreds of shills were spamming in chat, twitter even youtube to buy ECA and how ECA was going to be $1 by march 2018. As a results, ECA 24h volume has gone beyond 500btc at some point.
