as we know very many people who love crypto in this forum, so the place to promote the best ICO is only in this forum, but other types of social media is also important to run an ICO like Twitter telegram and others, but many people who successfully run an ICO only on this forum because millions of crypto enthusiasts are here.

Don't forget about YouTube. Instagram can be a good source. Steemit and Medium are also good options that need to be covered nicely if you count on some tangible effect. When it comes to forums, there are also multiple local ones that you might find interesting to develop.

As most of the people would use that and if you have a huge number of followers on twitter you can promote anything well. In my opinion, Facebook is unrivaled. A lot of posts and ads related to Bitcoin can be found on this portal. I also saw a bit of it on Twitter, but I think that Fb is a definite favorite in this competition.

Yes ofcourse this platform ( bitcoin.org) is better for the advertisment of anything that you want with the Campaign thread run for giving payout for the signature wear by the users.
Here in my opinion this forum is best place for the advertisement Because if any service will advertise in this forum then that will be consider as much better project/service .
Beside simple platform of the advertisement you can try a-ads.com , Twitter campaign , Facebook campaign to share the link Because lots of the crowd is running in these platforms also .
And also you can give the option of making reffral system where people will share the ICOs project and with the reffral people will share more and more as they can to make refrral earnings .
