I think It is just exchange rate ethet/USD fluctuation. I suppose that raised ethers eill be exchanged to USD at the end of ICO.

who can I speak to about how to transfer my EVN tokens to another wallet? I use My Ether Wallet, and have tried several times, using max Gwei and 200000 Gas limit and it keeps failing. Any advice?

You can use any ERC20 compliant wallet. However MetaMask is recommended as it is integrated in the purchase flow.
The transfer may be locked as of now until ICO is over.

When you pay with card, the tokens may be locked for upto a year. This is to prevent chargebacks and to protect investors. However accrued dividends would be paid out after token release.

This is great advice. Always read the whitepaper before investing in any project. Best way to save yourself from getting scammed and investing your money with crooks. Trust no one else but yourself!

It's the duration of the chargeback period on your credit card. You have to check with your credit card company to get the specifics. For BTC contributors, it should also be pretty instantaneous.
