As a Jr. Member, you can join any campaign since this is the minimum rank required. But since the merit system was implemented, Jr. Members could no longer participate in the signature campaign since wearing signatures is no longer applicable to this rank.

From what I have observed, most ICO do not really care about your bct ranking when joining twitter campaign. What they are require is the number of your followers. The more followers you have the more stakes you get assuming that you've met the terms and condition of the campaign. That's all I know so far I will be glad if it helps.
