Great question! VoteCentral is a place where the community members vote on proposals put forth my other community members. If the vote passes whatever was proposed gets implemented. For example the first proposal was to continue giving $Onions to charity each week. It passed the vote and was approved. We say new beginning, because we just finished 40 weeks of Airdrops. For most coins the beginning is really after an airdrop phase or an ICO.
