I think they deserve to become a millionaire because most of them are truly waiting for this day that the price is very high.

Yes they are and those thinga a re called a luck because they didn't know that the bitcoins are gonna rise like that they do not even know that it is a great investment at the first place they just buy bitcoins or have bitcoins because it is something new to them at that time so as rhey hold it because they do not know how to used it and at times goes by the bitcoins price goes up and they do not even known it until they see it in the mainstream and they really deserve it because they buy it at the first place Don't get jealous.

Of course they deserve it because they invest their time, effort, and they work hard for it, but to those who used bitcoin to scam people to become millionaire they did not deserve that title.

And because of some scammers who are making use of ICOs projects to scammer investors money, it have resulted in some authorities of certain countries imposing tighter and stricter rules and regulations against ICOs projects funding, and real developers of good ICOs projects are suffering due to some rules and regulations restricting citizens of certain countries unable to take part in those ICOs projects, so those scammers does not deserve to become millionaire.

Yes I think so, because they won't be a millionaire if they didn't work hard. The situation is much fair because these are among the first set of people who initially invested their wealth into Bitcoin with a lot of patience over decades. Whether they knows about the economy or they knows not should not be a call for concern at all. I think that's a fair thing. Because in my country there is the term "Smart people will lose with lucky people". The situation where the person gets rich without having business knowledge is probably because of the luck he/she has.
Because bitcoin is free for everyone and bitcoin also does not always offer to be a miner or trader. Someone who gets rich with bitcoin but does not do both things is likely he/she only bought and then held it for long enough so that he/she will not experience defeat especially if the price is always up. Then he/she can get rich quickly.
