Is there any place where I can find and objective definition of what constitutes an abuse of the system?

a) Meriting "too much"?
b) Mutually sending merit?
c) Sending merit to accounts that seem to be linked by exchange of tokens?
d) Meriting to ANN threads?
e) Which other cases?

Who is going to decide if the abuse is considered as such? That is, is there a "jury" and an "appeals process"?

Please point me to any link or resource if there is any.

There is, and will be no such definition, as merit abuse is not against forum rules - you won't get banned for that. The only consequence you face for abusing merit system is 'red tagging' by DT member. It's down to a subjective opinion of any DT member to what constitutes abuse, what is worth red-tagging and whether or not provide option to 'appeal'.

Getting negative trust rating doesn't limit your ability to use the forum at all.

(Possible) Merit abuse.
User kliown sending 50 Merits to his (possible) alt account babicena14 for this post. The post if you read it offers nothing as special to receive 50 Merits by a single person, which indicates the Merits are given for some other reason and that is abusing the system IMO.

The fact that none of them has sent/received any other Merit from any other user makes me thing this is suspicious. That is the reason why I have put "Possible" in some places because it is totally based on doubts and assumptions which indicate they are doing it wrong.

The last one is a post where the user HumberWins says that he is not receiving emails from Bitcointalk. IMO not really worth 6 merits.

- Both users are tagged by The Pharmacist for selling BitcoinTalk accounts.

- User magemist claims in this post that CasinoExpert is a scammer that also owns the account Humberone and that both use the address 1Q8PWr4LLNqQcqAwMYA8QwEyhpJm9Z7qRm

- This address is also used by the user HumbertxD in this post and by HumbertDice in this post. (can you see the similarity between their usernames? HumberWins, HumbertxD, HumbertDice)
- CasinoExpert also tells someone to contact him over the email francis1997a@outlook.com in this post.

- The email francis1997a@outlook.com is connected to the user ser1ck which is a scammer connected to multiple scam accounts as explained by Timelord2067 in this post.
- The user HumberWins (who received 10 merits from CasinoExpert), uses the email caevajus8181@gmail.com in this post.

- The user YoYoBot also uses the same email in this post.

- The user Catwalk aka lolgato (according to this post) posts this 2 hours after YoYoBot makes this post.
edit: there is no concrete evidences that lolgato/catwalk is/can be CasinoExpert/HumberWins. But I still find odd that he merited the post linked above.

- lolgato1 gave 10 merits to CasinoExpert for this "high quality" post.

Because anyone that slips thur the cracks, and 120 days later unless someone manually clicked on their posts it would be very hard to see the merit they received
