I don't think switching to the digital format of the service will be an issue, as most of the services nowadays are in search for a digital format. If everyone had your ( mine also ) interest in investing the project, searching the web etc. the project would bloom. The project should appeal to large companies that need this data. Brokers who trade personal information may also be interested in the project. But without people whose data is supposed to be traded, the project will not take off.
